Reporting to the Manager, Business Operations and working in collaboration with other members of the quality and utilization management team, the Senior Technical Coordinator and Special Projects is responsible for providing transfusion medicine expertise and implementing and maintaining program and project activities of the PBCO.  The Senior Technical Coordinator and Special Projects works collaboratively with members of the PBCO team and multiple transfusion medicine technical and clinical professionals and physicians at both the provincial and national level in the planning, implementation and evaluation of PBCO initiatives.  This position will provide consultation, guidance and support to designated project staff, contractors and stakeholders.  Using LEAN management principles, this position will identify opportunities for efficiencies and quality improvement and present opportunities to foster a collaborative environment to implement changes.  This role may require travel at times to facilitate face to face engagement with stakeholders to provide support in planning and implementing projects.





  • Tracks project progress according to project plan and identified metrics. Monitors and reports on the status of projects and barriers encountered. Makes recommendations to the Manager regarding project scope and related changes required to facilitate a successful outcome. Implements or contributes to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the project lifecycle.
  • Implements a framework for evaluating and monitoring outcomes for projects and programs and develops and maintains accompanying documentation for internal and external use.
  • Utilizes evidence-based decision support tools such as protocols, job aides, structured improvement collaborative, the Plan-Do-Study-Act (PDSA) cycle (Model for Improvement), Root Cause Analysis (RCA) and Failure Mode and Effects Analysis (FMEA).
  • Contributes to continuous quality improvement of the department by identifying and evaluating new initiatives, developments and trends in quality and utilization management.
  • Utilizes LEAN management approaches and thinking in planning and implementing projects. 

Working Relationships 

  • Acts as an educator and key resource for local, provincial and national planning in the area of quality and utilization management pertaining to transfusion medicine. Participates in internal, local, provincial and national committees/projects on an ongoing basis 


  • Provides leadership in technical practice through methods such as reviewing literature in specialty areas, consulting with community experts and technical specialists, evaluating technical practices and developing new and/or revised guidelines and processes, and developing/presenting education sessions based upon a specialized body of knowledge. 



Education, Training and Experience 

  • A level of education, training, and experience equivalent to a Bachelor’s Degree in a relevant health care profession with a minimum of five (5) year’s recent, related experience in a health care environment, preferably with knowledge or experience in the areas of technical education, adult education principles and with extensive exposure / knowledge of transfusion medicine. Project management experience in an increasingly complex environment. 

Knowledge, Skills and Abilities 

  • Strong interpersonal and collaboration skills and the ability to establish and maintain effective working relationships internally and externally.  Ability to work independently and as part of a team.  Excellent facilitation, planning and organizational skills including the ability to prioritize workload to meet deadlines.  Ability to engage stakeholders and apply change management principles. Demonstrated analytical and problem solving skills.  Excellent verbal and written communication skills.  Ability to be flexible and adaptable to changing demands. Understanding of LEAN principles and applications in technical and administrative settings will be an asset. Ability to develop and implement education programming is also an asset.  Demonstrated computer literacy (Microsoft Word, Excel, PowerPoint, Project, Visio, Outlook, and Explorer).
