Please note: The hourly rate reflects 2017 rates.


As a member of the Purchasing and Materials Management team, you will be responsible for the purchase and/or disposal of materials, services and equipment for the City of Toronto and designated Agencies, Boards and Commissions.

  • Edits and processes requisitions
  • Prepares product descriptions and scope of work
  • Prepares and issues competitive tenders, quotations and proposal calls
  • Identifies opportunities to consolidate similar goods and services in order to issue a corporate competitive call encompassing all participating divisional requirements
  • Confers with suppliers regarding delivery, quality, etc., to ensure that division and specification requirements are met
  • Operates the City's automated purchasing system to process purchasing requirements (e.g. purchase orders, quotation requests, proposal calls, etc.), and to update and retrieve purchasing information
  • Prepares summaries of quotations, tenders and proposals and arranges for samples and testing of various products
  • Facilitates Call evaluations, presentations and/or interviews
  • Assists in bid evaluation and makes recommendations
  • Participates on committees related to City purchasing
  • Interviews sales representatives and visits supplier locations, warehouses, etc., as required
  • Prepares purchase orders and related documentation from quotations, tenders and proposals (e.g. price agreements, correction sheets, etc.)
  • Attends site meetings and proponent interviews. Conducts debriefings with vendors. Conducts roster audits
  • Prepares correspondence and a variety of administrative reports using word processing and spreadsheet software
  • Coordinates, organizes and operates various disposal activities, including public auctions
  • Prepares and reviews staff reports to Standing Committees and Council
  • Conducts training sessions for Buyers
  • Assists with public openings as required
  • Ensures that purchasing related files and documentation are properly organized and filed


Key Qualifications:


Your application must describe your qualifications as they relate to:

  1. Practical buying experience, preferably in a municipal environment, i.e. processing quotations, tenders, proposals, contracts, purchase orders, etc.
  2. A certificate from a recognized Purchasing program or an approved equivalent combination of education and/or experience.
  3. Experience with computerized purchasing systems, i.e., SAP – Purchasing module, etc.
  4. Experience in Microsoft Word and Excel.

You must also have:

  • Knowledge of the principles, practices and procedures of procurement.
  • Thorough knowledge of various Acts and regulations governing the public purchasing function (e.g., Sale of Goods Act, Workplace Safety and Insurance Act, City of Toronto Fair Wage/Labour Trades regulations, Federal and Provincial Sales Tax regulations, etc.).
  • Highly developed oral and written communication skills, at all organizational levels.
  • Excellent interpersonal skills to work effectively with other staff and members of the public.
  • Excellent negotiation skills.
  • Ability to work independently, as required.
  • Good knowledge of the products and services used by the City and designated Agencies, Boards and Commissions, and appropriate sources of supply for same, an asset.
