Role Summary

Reporting to the Senior Executive Director, the Advanced Care Program Director, Clinical Operations, is responsible and accountable for providing leadership, guidance, management, and oversight of BCEHS programs and services including execution of provincial strategic initiatives in alignment with and in support of the BCEHS Strategic Plan. In this key leadership role, the Director supports the program development and employee support required to ensure effective and consistent programming of the BCEHS Advanced Care programs and will collaborate with other partner agencies as required. In collaboration with other BCEHS leaders, the Director provides strategic leadership to ensure effective, efficient, and consistent delivery of quality health services in a 24x7 environment as part of the health system in British Columbia.

 

Specific Portfolio

 

Clinical Operations Provincial Programs: As a key member of the Clinical Operations team, this position is responsible for supporting the program development and support of Advanced Care response units provincially. Further, this role will support setting the vision, creating standardization and deployment models for ACP at the Provincial level. This position is responsible and accountable for the operational deliverables and strategic priorities of the organization.

 

Key Accountabilities

  • Ensure effective service delivery to communities across the province including consultation on and development of strategic initiatives, such as care models, staffing and deployment models, resources for rural/remote communities, process improvement, and advancing services to achieve clinical operational quality and excellence.
  • implement and operationalize strategic initiatives at regional and provincial levels, considering regional nuances and community needs in rural, remote, urban, and tertiary settings.
  • Foster a constructive and positive workplace atmosphere that empowers employees, nurtures a people-centric and inclusive organizational culture, and consequently cultivates an engaged workforce.   • Ensuring clinical competence of all practitioners by working closely in partnership with the Clinical Governance and Professional Practice team and applicable licensing boards.
  • Establish effective internal communications to form collaborative partnerships among leaders, staff, and support departments.
  • Collaborating with other healthcare entities such as hospitals, clinics, community health, external medical professionals, and emergency services, etc., and work to ensure seamless patient care transitions and integrated healthcare services.
  • Brokers collaborative partnerships with internal BCEHS team, internal and external Medical Directors and with other healthcare entities such as hospitals, clinics, community health, external medical professionals, and emergency services, and other partners to ensure seamless patient care transitions and integrated healthcare services.
  • Engage, develop, and maintain effective communications with external partners. This includes collaborating with local organizations, other Health partner agencies, community leaders, and advocacy groups to better understand and address the unique healthcare needs of different populations as well as, Police, RCMP, Fire, Search and rescue, emergency services, and local politicians.
  • Manage communication with the public, partners, and the media to maintain transparency and build public trust.
  • Participate in the development and execution of approved BCEHS strategic short- and long-term operational initiatives and projects including assisting the Senior Executive Director in budget preparation and management for the delivery of BCEHS programs and services, monitor performance, report and be accountable for achieving the objectives set out in those plans within the resources assigned.
  • Provide Spending Authority in accordance with approved matrices for operating expenditures within the program area making sound judgments with awareness of fiscal responsibility and priorities seeking appropriate approval for decisions where and when required.
  • Monitor system performance and take appropriate action to mitigate and prevent impacts to patient care delivery by driving continuous quality improvement and innovation within BCEHS programs and by encouraging a culture of innovation and actively seek opportunities to enhance service delivery and adhering to accreditation, regulatory, professional and safety standards.
  • Enhance service delivery by staying up to date on emerging technologies and innovative practices to enhance patient care, operational efficiency, and disaster response capabilities.
  • Oversees, supports, and monitors investigations into patient, client, and employee concerns. Actively participates in investigations as required.
  • Monitor and provide proactive alerts regarding potential media related issues. Collaborate with BCEHS communications personnel and senior leadership on information notes, briefing notes, and communication bulletins. Represent BCEHS and speak on matters, issues, and concerns as and when required.
  • Assist the Senior Executive Director in the development, testing and annual review of business contingency and continuity plans for the program area.
  • Ensure BCEHS operations are carried out in a manner that complies with WSBC, BCEHS and PHSA Health & Safety standards. Supporting Leaders with monitoring and addressing safety and workplace health policies and initiatives in collaboration with Workplace Health.
  • Participates in 24/7 Provincial on-call leadership rotation
  • Perform additional duties as required.

Qualifications

 

A level of education, training, and experience equivalent to at least seven (7) years in Health, Business Administration or relevant discipline, supplemented by post-graduate education in Emergency Health Services Management, Management in Health Care, Management in the Public Sector, and progressive leadership roles in Emergency Medical/Health Services, Emergency Management and/or Disaster Preparedness within large complex health service delivery organization.

This position requires a valid driver’s license, annual fit test in accordance with the respiratory protection program, a license in accordance with the Emergency Medical Assistant Licensing Board Regulations (or equivalent license) and a level of fitness to assist in the role of a paramedic if needed.

Portfolio Specific Qualifications

 

Advanced Care Program Director:

  • Minimum active ACP License or higher with minimum 5 years of operational experience in that role
  • Experience leading projects and managing organizational change
  • Knowledge and understanding of human and cognitive factors
  • Experience in Urban/Rural/Remote operational environments
  • History of positive interagency relationships
  • Solid understanding of Clinical Operations in the prehospital setting
  • Ability to engage in all levels of the Organization
  • Ability to be flexible and work with teams to generate innovative solutions
  • Ability to travel to support metro, urban, rural, and remote areas of the province
  • Participation in program development at the provincial level

Job Type: Regular, Full-Time, Temporary, Non-Contract 
Salary Range: $113,195 - $162,718
The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan. 
Location: BC (Hybrid)
