The Executive Director (ED), Clinical Operations reports to a Chief Operating Officer (COO) or designate and works in partnership with medical leadership in building and sustaining strategic leadership in leading the assigned area of responsibility, including responsibility for multiple clinical services, with multiple management reports for a geographic area or for a considerable physical site across the organization or for responsibility for multiple clinical programs. As a strategic and clinical governance sponsor of the defined service, the ED works with their portfolio partners to effectively integrate and standardize major components of a complex and comprehensive health system.

Working with medical leadership, the ED is jointly responsible for the overall leadership and direction of the assigned area of responsibility.  The ED ensures optimal clinical care and outcomes within the vision, mission and values of PHSA.  In addition is responsible for the effective and client-focused delivery of health and clinical services, and provides leadership and support to address issues that cross programs and/or sites.

The ED directs the development and implementation of service delivery models, business plans, priorities, goals and operating budgets, including people, financial and physician resources care.

 

 

What you’ll do

 

  • Work in partnership with medical staff; developing and overseeing clinical programs and operations to ensure health delivery systems across the continuum of care within the assigned area of responsibility.  Ensures alignment with the broader portfolios, Ministry of Health and Executive Leadership directives to improve the health status of the populations being served.
  • Ensure the tactical planning, financial and business operations, and service delivery activities of the assigned area aligning with and contributing to successful achievement of PHSA’s strategic framework and working towards ensuring public confidence in health system performance.  Provides leadership and support to staff in developing individual program plans including the development and implementation of proposals for new or expanded programs or redistribution of resources. 
  • Ensure plans are consistent with and complement the overall strategic plans of the assigned area.  Develops and deploys mechanisms for monitoring performance and progress in achieving performance.
  • Provide leadership to team members through coaching, guiding, mentoring and modelling PHSA values. Encourage dialogue and provide guidance and advice to facilitate resolutions to work issues. Assist team members to define shared and individual goals, meet performance expectations.  Recruit staff and maintain an organizational structure for the portfolio that provides the highest level of quality service within budget parameters.
  • Provide oversight of the budgeting process/financial management, both operational and capital; focusing on achieving a balanced budget while ensuring a high quality of care at all services levels.  Working within the approved financial mandate, prepares budget and program recommendations, oversees and monitors expenses and program/service outcomes, identifies efficiencies and promotes optimal use of resources, and makes recommendations on current and future program and services adjustments. Oversee and provide leadership on systems and processes to support all aspects of contract tendering, negotiation, approval, implementation and ongoing monitoring. Allocate scare resources, approving budget recommendations and remedial action.
  • Oversee the establishment of service requirements and related agreements, in support of the assignment area of responsibility, with diagnostic, treatment, support, and other clinical services.  Monitor effectiveness and negotiates changes and improvements to ensure quality care.

 

What you bring

 

Qualifications:

  • A level of education, training, and experience equivalent to a Master’s Degree in a relevant discipline such as Nursing, Health Care Administration, or Business Administration, and minimum of ten (10) years recent related experience including experience a senior administrative position within a health care organization.

  • Strong management abilities in managing people, department operations and budgets
  • Knowledge of planning concepts related to budgetary, staffing, quality and strategic initiatives.
  • Effective fiscal and financial management skills.
  • Demonstrate analytical and problem-solving skills.
  • Proven ability to negotiate and mediate resolutions to complex situations.
  • Ability to interact tactfully and effectively with staff at all organizational levels both internally and externally to the organization.
  • Exceptional communication, interpersonal, and public relations, and public speaking skills.
  • Ability to develop and analyze potential scenarios and identify gaps within the current systems(s).
  • Understanding of various reports including Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), In Plain Sight, Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Model and support full team commitment to Indigenous Cultural Safety and anti-racism.
  • Demonstrate humility and heart-led leadership.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

Job Type: Regular, Full-Time

Salary Range: $141,146 - $202,898/year The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
