In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies/Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. Reporting to the Director, Client Services the Manager has direct responsibility for the provision of high quality and timely services to the organization including the supervision of department staff and the development of departmental policies, procedures and processes. The Manager is also responsible for managing, monitoring and coordinating the maintenance and support of designated service centre operations. The role will be accountable for supporting a “one stop” customer interface in relation to applications support, working with departmental leaders, staff, stakeholder departments, consultants and contractors to ensure business and critical functions are supported and to define needs, estimate required resources and timelines, and deliver quality assured services. The manager will maintain a culture of continuous quality improvement according to Customer Service industry best practices.


What you’ll do

  • Responsible for internal application remediation, testing capability for a managed desktop computing environment, technology refresh (TRP), specialty clinical applications remediation and testing (environment changes, patches, version upgrades, testing with peripherals)
  • Enable VPP (VCH/PHSA/PHC)-specific technical solution design; governance and management of enterprise technical solutions; and maintenance and support of systems / technology for integrated desktop solution
  • Engages stakeholders across IMITS, technology service providers and vendors to ensure supporting desktop infrastructure solutions are aligned with the IMITS Technology Roadmap and IMITS Workforce Roadmap
  • VPP accountability for Health Authority components of TRP process delivery and outcomes per TRP contract requirements
  • Evaluates individual and team performance in collaboration with appropriate internal stakeholders and peer staff. Investigates work and staff issues and where necessary initiates disciplinary action up to and including termination. Participates in management of labour relations matters and approves essential services levels as necessary.
  • Leads or Participates in key roles in joint governance between IMITS and its technology service providers
  • Reports on the performance of the portfolio including completion of major initiatives and achievement of annual business targets
  • Develops and enables optimizations and improvements for technology and services, driving greater effectiveness and value for the Health Organizations from IMITS and its Technical Service Providers.
  • Ensures all job descriptions within area of responsibility clarify and delineate position expectations for the area.
  • Functions in an instrumental way in delivering a positive client experience and promoting the profile of the department through public relations activities such as establishing regular contact with clients and developing internal and external communications strategies.
  • Supports the development of the annual operating budget for designated services. Ensures adherence to the budget by performing duties such as monitoring expenditures and recommending remedial action and takes corrective action to ensure performance to plan.

 

What you bring

Qualifications

  • A level of education, training, and experience equivalent to a Master’s degree in Computing Science or related discipline and ten (10) years of experience in progressively more responsible information management roles.
  • The Manager is results-oriented and has highly developed leadership skills. Demonstrated project management experience with multi-faceted projects and stringent timelines is required. Ability to supervise and lead staff. Ability to establish courses of action for self and others that are results oriented. Commitment to the value of continuous learning. Excellent communication skills including the ability to facilitate negotiate and persuade others. Ability to respond to the needs of stakeholders supported by an acute awareness of the impact of actions. Ability to problem-solve with a global perspective in order to incorporate the organization’s systems and strategies when developing viable solutions to problems. Ability to deal effectively with all levels of staff.

  • Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), and Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Supports team members on their learning journey, ensuring education strategy for team/department to implement Indigenous Cultural Safety at a practical level.
  • Works collaboratively with appropriate Indigenous teams/departments to ensure ICS lens applied holistically.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

Job Type: Regular, Full-Time

Salary Range: $102,938 - $147,974 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
