What you’ll do

The Director, Technical Solutions reports to the Executive Director, Enterprise Clinical Information Systems and is responsible for the design, development, implementation, evolution, operations and evaluation of clinical applications. This role enables project management services that support the innovation and transformation of clinical applications, and is accountable for the implementation of long-term and short-term plans, policy development and operational requirements, including evaluation of services in relation to the Enterprise Clinical Information Systems portfolio. With oversight for the definition, supervision, and completion of a wide variety of projects, high-level accountabilities include:

  • Direct the design, development, testing and implementation of application integration and transformation for core clinical, ancillary and specialty solutions that support the continuum of patient care services.
  • Manage and maintain multiple Cerner domains, including Infrastructure, Architecture, Devices, Interfaces, Integrated Technologies, Custom Development, Reports/Extract and Testing/QA
  • Support the development and annual refresh of the clinical solutions roadmap.
  • Execute the long term and short term strategy for evolving and transforming clinical solutions for PHSA, PHC and VCH; establishes targets and measures performance of systems, applications, key results areas and people.
  • Develop and manage operational budgets; supports annual capital planning process.
  • Direct consolidation and rationalization of multiple clinical systems across the integrated health enterprise to support improved information sharing and cost effectiveness.
  • Direct teams to solve incredibly challenging problems that arise due to the complexity of our technical environment across the three Health Organizations.
  • Collaborate with other technical teams across the Provincial Digital Health and Information Services portfolio; supports leadership and change initiatives for adoption of clinical and technical solutions.

 

What you bring

Qualifications

  • A level of education, training, and experience equivalent to a Master’s degree in Health Information Sciences or Computing Science or a relevant healthcare discipline
  • 10+ years of experience in progressively more responsible technical leadership roles. Preference will be given to individuals with experience working with Clinical Systems, more specifically the Oracle Health Cerner solution.

  • Demonstrated project management experience with multi-faceted projects and stringent timelines.
  • Demonstrated ability to supervise and lead staff, with a commitment supporting continuous learning.
  • Excellent communication skills including the ability to facilitate, negotiate, and persuade others.
  • Ability to respond to the needs of partners supported by an acute awareness of the impact of actions.
  • Demonstrated ability to problem-solve with a global perspective in order to incorporate the organization’s systems and strategies when developing viable solutions to problems.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents - including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - and how they intersect across the health care system.
  • Models and supports full team commitment to Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety including oversight and commitment to education strategy.
  • Collaborates with peers to ensure Indigenous-specific Anti-racism and ICSH are applied holistically through department as whole.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).
