If you’re experienced in – and passionate about – health promotion and prevention on a large and complex scale, PHSA is actively seeking a strategic clinical executive to oversee province-wide solutions in these critical areas.

 

Reporting to the Executive Vice President of Provincial Clinical Policy, Planning and Partnerships, the VP is a member of the PHSA Senior Leadership Team (SLT) and is accountable for ensuring that the portfolio’s strategic objectives and operational plans are implemented effectively and efficiently. This position also ensures the direction of the human, financial and material resources of the portfolio support the mandate and the mission, vision and values of PHSA.

 

The VP leads the integration of population and public health promotion and prevention across PHSA’s clinical programs – supporting the care continuum with a patient-centered approach. In addition, the VP holds strategic oversight of primary and community care. As such, the role provides medical leadership of the BC Centre for Disease Control, and the fulfillment of the Memorandum of Understanding with the BC Ministry of Health. The VP also oversees scientific leadership for the BC Observatory for Population and Public Health and the UBC Centre for Disease Control (UBCCDC) – a Senate-approved Centre of the UBC Faculty of Medicine. The VP fulfills the role of Deputy Provincial Health Officer (DPHO) reporting to the Provincial Health Officer (PHO) for functions, powers and duties carried out under the Public Health Act.

 

The VP is a forward-thinking change agent that communicates a clear vision for leading population and public health programs, research and academic excellence and surveillance. Negotiating action plans often with conflicting requirements, the VP is a collaborative relationship builder and influential thought leader, who leverages opportunities to achieve common goals through understanding political, relational and regulatory contexts.

 

 

What you’ll do

  • Lead a full spectrum of public health, health protection and prevention programs including communicable diseases, immunization, environmental health, chronic disease prevention and injury prevention, public health emergency management and public health laboratory programs.
  • Manage public health crises with demonstrated knowledge of emergency management processes and links.
  • Develop research strategies aligned to the missions of PHSA, UBC, PHO and the Ministries – along with demonstrated academic accomplishments.
  • Promote compliance with ethical and legal requirements, accreditation standards, and collective agreements.
  • Provide provincial leadership for surveillance and data analysis to inform and evaluate public health programming through a centralized source for BC.
  • Lead policy analysis and advise on policy and legislation; coordinate responses to policy issues.
  • Drive province-wide discussions and provide oversight for population and public health directed work, and for designated primary care and community care activities and services.
  • Lead monitoring and evaluation of implemented programs including conducting formal evaluations and quality improvement initiatives.
  • Develop partnerships with stakeholder organizations to ensure integrated services:
    • Support health authorities on achieving provincial goals and implementing population and public health programs.
    • Provide liaison for primary and community care.
    • Provide strategic population health and prevention consultation to PHSA’s Executive Leadership Team, Ministry of Health, government, Regional Health Authorities (RHA), First Nations Health Authority, and SLT peers.
  • Function as DPHO under the Public Health Act, and support the Ministries of Health and Mental Health and Addictions and health authorities to deliver evidence based public health programs. Support RHA Medical Health Officers, the Ministry and/or PHO in planning for and managing critical public health matters (e.g., outbreaks). Responsible for the duties of the PHO including Part 5 (Emergency Powers) and Part 6 (Health Officials) of the Public Health Act.
  • Once confirmed, oversee annual budget of the UBCCDC and work with UBC department heads and school directors on recruitment and retention of faculty members and scientific support staff. Promote visibility, maintenance, and growth of UBCCDC in both academic and service roles.
  • Provide leadership to all staff, including physicians. Recruit and retain staff who provide the highest level of quality service and ensure high performance teams through developing and coaching while promoting continual learning and excellence.
  • Allocate scarce resources, approve and develop budget recommendation and remedial strategies, and manage the utilization of budgets in fiscally prudent manner.
  • Manage key community-based but provincial contracts and designated programs as directed.  

 

What you bring

  • Medical Doctor with current or eligible registration from the College of Physicians and Surgeons of BC.
  • Fellow of the Royal College of Physicians and Surgeons of Canada combined with a specialty in Public Health and Preventive Medicine or relevant disciplines.
  • 15 years of experience and training as a Medical Health Officer and/or senior public health leader.
  • Additional Master’s degree in Public Health, Health Sciences or equivalent post-graduate training is desirable.
  • Seasoned leadership experience to lead and inspire a large and diverse team through significant change while maintaining cohesion, motivation, commitment and effectiveness.
  • Proven expertise in program management and experience managing significant budgets and staff.
  • Solid track record in strategic initiative development and implementation, system planning, change management, and quality improvement.
  • Demonstrated ability to define, direct and implement complex projects, manage risk, and problem solve.
  • Strong experience developing coalitions, cultivating strategic partnerships, defining a common purpose and reaching consensus, and negotiating to conclude a process.
  • Strong ethics, proven business acumen, results oriented, and models a value-based transformative approach.
  • Communicates with clarity, integrity, and sensitivity to build trust with government partners, non-governmental agencies, media, peers and the public.

 

This position will be subject to a Government of BC Order in Council appointment.
