Senior Specialist (Java Developer), Workforce Management Solutions


The Senior Specialist, For Workforce Management Solution, is responsible for providing leadership to the sustainment team in the day-to-day management and administration of the Provincial Health Services Authority’s (PHSA) workforce management (WFM) solution. Coordinates support operations in the enhancement, troubleshooting and support of the WFM application from a technical perspective. This senior technical position requires both depth and breadth of technology expertise coupled with leadership abilities necessary to support the extensive and complex implementation of application such as the Corporate Services Enterprise Solution.


You will:

  • Provide specialized technical troubleshooting and direct hands on support in all aspects of the application in the WFM portfolio. Implement solutions that promote the integration of technologies based on industry standards and are compatible with PHSA’s application environment.
  • Coordinate and implement system upgrades and system tuning to ensure maximum performance, security and stability of the staffing and timekeeping application taking into consideration client requirements and the technology of the platforms. Develop technical support procedures and ensure application support documentation is developed and maintained.
  • Develop and communicate plans for planned downtime. Provide technical recommendations around downtime and disaster recovery procedures for assigned application.
  • Provide technical consulting related to the acquisition of new systems and standards or the implementation of new application on existing systems. Prepare technical whitepapers and develop staffing and timekeeping cases that assist the decision making process.
  • Provide staff training and orientation, and develop supporting instructional material for WFM application. Support operational requirements by assembling, creating and maintaining technical and operational documentation according to departmental standards.
  • Support application maintenance, modification and enhancement through programming, database development, report writing and problem solving. Analyse system performance and provide recommendations for the development of capacity plans, and provide technical recommendations related to data conversion routines and system interfaces for assigned application.
  • Provide technical expertise with the implementations of applications by performing technical reviews of the documentation, writing and testing of applications and verifying that programs are functional and consistent with specifications; and for initiatives around the research and analysis for the evaluation, selection, administration and support of operating systems, system integration tools, and office automation software.
  • Maintain an awareness of current information system trends and issues through literature review, contact with peers at other organizations and attendance at seminars, workshops and educational programs.
  • Lead, and participate in, the analysis, acceptance criteria definition, development, testing, training, implementation, and maintenance phases of assigned projects. Carry out post-implementation reviews and makes recommendations for improvements.
  • Communicate with staff at all levels throughout the health authority in the performing of technical support to ensure problem resolution and customer satisfaction.


 You have:

  • Bachelor degree in Computer Science/Engineering, Information Technology, or equivalent training and experience.
  • Innovative and willing to learn in a fast-paced environment.
  • Customer orientation and ability to maintain a 24/7 system that requires high availability.
  • Extensive Java/J2EE multiple-tier web application development OR support experience.
  • Experience in designing and developing Web Service, middle tier or backend solutions in an enterprise environment.
  • Experience in designing, development and implementation of SOA Java RESTFUL web services and Spring Framework.
  • Web UI development experience.
  • Proficiency in database development using MS SQL Server, Oracle, Strong SQL and PL/SQL query experience.
  • Experience with unit testing, and test-driven development tools.
  • Experience in an Agile/Scrum/Lean environment.
  • Automation testing experience.
  • DBA experience is an asset.
