Review Board Liaison – Forensic Psychiatric Hospital, BC Mental Health and Substance Use Services


Are you able to astutely assess and present complex medical and legal information? Help us ensure Forensic Psychiatric Services clients are accurately and effectively represented before the BC Criminal Code Review Board (BCCCRB).

What you’ll do

  • Work in the context of trauma-informed care, an Indigenous cultural lens and the BC College of Social Workers (BCCSW) standards of practice.
  • Be the representative of the Person-in-Charge (PiC) of the Forensic Psychiatric Services (FPS). Work as part of a multidisciplinary forensic psychiatric care team. Be supervised by the Director, Access, Transitions and Forensic Clinical Risk.
  • Prepare FPS reports for patients detained under the Criminal Code of Canada.
  • Attend BC Criminal Code Review Board (BCCCRB) hearings for assigned patients, prepare evidence and witnesses. Liaise with the BCCCRB on behalf of the PiC.
  • Provide formal and informal information and education to staff regarding theory and practice of all legal aspects of the BCCCRB and how it relates to Forensic Psychiatric Hospital (FPH) practice.
  • Collaborate with the clinical team to ensure appropriate clinical, legal and risk information in the official hospital report.
  • Represent the PiC at all BCCCRB hearings via the official hospital report. Articulate the position of the PiC to the clinical teams, patient's counsel, the BCCCRB and Attorney General; arrange and chair pre-hearing conferences with the patient’s clinical team to discuss recommendations to the BCCCRB and related issues.
  • Prepare and present the FPH's case by calling and preparing witnesses, leading evidence, cross-examining witnesses, and preparing submissions. Consider the need for legal counsel for particularly high profile or complicated cases. Be a resource to FPS Leaders and the BCCCRB.
  • Liaise with the BCCCRB regarding potential adjournments or length of hearings. Liaise with Ministry of Attorney General, Corrections Canada, patient's counsel, etc. regarding patients under BCCCRB jurisdiction.
  • Complete briefing notes after BCCCRB hearings. Communicate BCCCRB decisions to the clinical team. Liaise with operational and nursing leaders on issues related to Review Board hearings. Report decisions with policy, procedural or resource impacts to the Director, Access, Transitions and Forensic Clinical Risk.
  • Maintain appropriate documentation, including a Review Board exhibit binder for BCCCRB patients.
  • Provide educational tours of the FPH; act as resource person for hospital activities; participate in task groups. Supervise Master level Social Work students.
  • Use teaching/learning strategies to support clinical education activities with individuals and groups. Facilitate education session scheduling.
  • Set measurable goals and objectives in a team environment. Create a professional development plan with designated personnel/team. Ensure goals are achieved in established timeframes.
  • Keep professional knowledge up to date and serve as a clinical resource.


What you bring

  • A Master of Social Work degree from an accredited school of Social Work including relevant graduate level mental health courses and mental health practicum plus three (3) years' recent, related experience in forensic mental health, and including one (1) year's experience developing, implementing and/or delivering education services, or an equivalent combination of education, training and experience.
  • Current full registration with the BCCSW, and broad knowledge of social work theory and practice and trauma-informed care and its application to the FPH population.
  • Demonstrated knowledge of psychiatric disorders, medical and legal terminology, court-room procedures, therapeutic modalities, risk assessment, the BC Review Board, the Mental Health Act, the Mental Disorder provisions of the Criminal Code, forensic services in BC, court dispositions and the Ministry of Health and BC Review Board directives pertinent to forensic patients.
  • Analytical skills to collect, study, interpret and present clinical and administrative data.

  • Apply relevant legislation to people under FPH care.
  • Communicate effectively, orally and in writing, with all levels of staff, Ministry of Health, Review Boards, the legal system, related agencies and patients.
  • Deal tactfully with the public in often-contentious situations.
  • Efficiently make decisions, plan, and manage time.
  • Work both independently and collaboratively as a member of a multidisciplinary team.
  • Teach, demonstrate and coach clients and co-workers, one-on-one and in groups.
  • Determine and plan for the education and learning needs of staff.
  • Use strong critical thinking skills and problem-solving skills when making decisions and resolving issues/conflict.
