Project Manager II, Transformation Leadership Office – Transformation Delivery

PHSA’s mandate has been expanded to include provincial clinical policy, clinical service delivery, commercial services and digital and information technology. The Transformational Leadership Team is responsible for embedding this change throughout the organization.

In this role, you will:


  • Lead and co-ordinate all aspects of the Transformation Delivery
  • Establish the project team
  • Guide and support project staff, contractors and stakeholders
  • Identify and track project metrics 
  • Ensure deliverables are completed on time and on budget


As our successful candidate, you will:

  • Establish a detailed project charter, plans and objectives. Outline timelines and project deliverables. Execute project plan according to project methodologies. Ensure successful and coordinated completion of project components. Facilitate consensus with stakeholders as needed and ensure project implementation readiness.
  • Track project progress according to project plan and identified metrics. Monitor and report on project status. Make decisions and recommendations regarding project scope and related changes required to facilitate a successful outcome. Implement or contribute project risk assessment, identify risk mitigation strategies and monitor risk throughout the project.
  • Develop and monitor project budget within the context of operational demands and environmental and resource constraints. Use best practice methods to monitor and adhere to budgets. Report variance, plan and adjust operations and/or staffing to meet projections and annual targets, approve expenditures and prepare summaries.
  • Hire, guide, support, discipline and terminate staff.
  • Monitor progress, manage risk and keep key stakeholders informed about progress and expected outcomes.
  • Develop thought-partner relationships with leaders and executives across the organization.


You have:


  • Education, training, and experience equivalent to a Master’s Degree in Health Services Administration, Business Administration or relevant health care discipline
  • A minimum of seven (7) year’s recent, related experience in project management and facilitating and managing consultation processes with a wide range of stakeholder groups
  • Experience or working knowledge of quality improvement and change management
  • Excellent communication skills
  • The ability to function within a complex interdisciplinary environment including ability to communicate with the medical community
  • Computer literacy with word-processing, spreadsheet, presentation, project management and database applications
  • Strong leadership skills and ability to work independently and as a member of a team
  • The ability to manage multiple projects or priorities
  • A high attention to detail and ability to work independently


Core competencies include: business acumen, business partnering, program management, project management, quality and risk management, planning, forecasting and budgeting, document management, process excellence, communication management, data and reporting, governance design and execution. You are motivated by high competency, high visibility work and are able to independently navigate and decipher a complex environment and work cross-functionally on priority initiatives. Project Management Professional designation is an asset.
