PHSA together with BC Mental Health and Substance Use Services (BCMHSUS) took on responsibility for the delivery of health care services in BC Corrections facilities in October 2017. PHSA is mandated to improve the quality and continuity of care for clients across the province during their time in correctional facilities and as they reintegrate into the community. This will help to improve access to primary health care, as well as mental health and substance use supports for inmates, key needs that have been identified not just in BC, but internationally.

In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. Coordinates mental health and addictions care for patients (inmates). Responsible for the review, assessment, treatment (or referral for assessment and treatment) of patients who have been identified as having mental illness and/or a concurrent disorder. Reviews mental health screens for completeness and facilitates efficient patient flow and access to required programs and services. Ensures a high standard of patient care by consulting with the Corrections Health Services Psychology Leader, Medical Director, Clinic Psychologist(s) and/or the Professional Practice Leader to ensure evidence-based best practice standards of care; acts as a clinical resource for staff, and provides support for staff training and development. Provides leadership at the Clinic level in the planning and implementation of consistent, evidence-based service-wide approaches for delivering high quality services to support/promote health and illness prevention strategies for patients with complex physical, mental health and/or addiction issues. Assists the Health Care Manager in performing administrative duties and coordinates staffing, scheduling and clinical research activities related to mental health and addiction services, ensuring optimal use of patient care resources. Promotes education and research. Consults and collaborates with interprofessional team members, the leadership team and other health care professionals/providers to achieve excellence in patient and family centered care and enhancement in patients’ quality of life.




Education, Training and Experience

  • Master’s Degree in an Allied Health Discipline from a recognized Program and current practicing registration with the applicable professional College.
  • Three (3) years' recent experience in a mental health and addictions setting, including working with mentally disordered offenders, forensic psychiatric or tertiary mental health/concurrently disordered populations, and two (2) years related administrative/supervisory experience or an equivalent combination of education, training and experience. Valid BC Driver's License and access to personal vehicle for local area travel may be required. 

Skills and Abilities

  • Comprehensive knowledge of mental illness and treatment, substance use and addictions treatment, and of the principles of recovery.
  • Broad knowledge of psychotherapeutic and counselling skills, psychoeducation principles and methods and psychopharmacology (indications and side-effects).
  • Demonstrated ability to provide effective leadership, supervision, work direction and consultation.
  • Demonstrated ability to conduct comprehensive mental health and addiction clinical and risk assessments, utilizing relevant tools and rating scales, and formulate a treatment plan, participate in discharge planning and provide crisis intervention.
  • Ability to apply a variety of theoretical models to practice and the case management process.
  • Demonstrated ability to communicate (orally and in writing) and collaborate effectively with patients and their families, coworkers, physicians, other health care staff, and staff of external agencies.
  • Knowledge of primary, secondary and tertiary care programs and relevant, community resources.
  • Knowledge of health care disciplines and their role in patient/family care and service provision.
  • Knowledge of evidence informed nursing practice related to mental health and addictions treatment.
  • Knowledge of legislation and government policies and procedures, including the BC Mental Health Act.
  • Demonstrated ability to develop and deliver educational materials for staff/patients/families based on education theories, principles and best practices.
  • Demonstrated ability to promote a supportive, creative learning environment and lead continuous quality improvement initiatives.
  • Demonstrated analytical and problem solving skills.
  • Demonstrated ability to effectively plan, organize and prioritize work.
  • Demonstrated ability to work collaboratively as a member of an interprofessional team.
  • Demonstrated ability to set priorities, adjust to unexpected events, mediate and deal with conflict.
  • Demonstrated ability to effectively lead change and support staff through transitions.
  • Knowledge of basic research, e.g., research ethics, research question, hypothesis and qualitative and quantitative data analyses methods
  • Demonstrated ability to perform CPR.
  • Demonstrated computer literacy to operate a computerized patient care information system as well as applicable word processing, spreadsheet and database software applications.
  • Ability to operate related equipment.
  • Demonstrated physical ability to perform the duties of the position
