Salary Range: $158,434-$237,651/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
Job Summary:
In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
The Executive Director (ED), Child Health BC (CHBC), reports to the Chief, Health Improvement Networks, and is accountable for the overall provincial leadership, strategic planning, and management of Child Health BC to build an integrated, accessible provincial system of services for BC’s children. The ED operationalizes the vision of CHBC and provides provincial leadership by directing, guiding, integrating functional and clinical services, and supporting the effective delivery of services based on the province-wide mandate and in alignment with the Ministry of Health (MoH) Service Plan and PHSA’s strategic direction. The province-wide mandate is consistent with the provincial clinical policy framework and includes strengthening the system of service for child & youth health, keeping children healthy & safe, promoting integrated primary and community-based care, increasing access to high quality innovative appropriate services and to enhancing quality through the implementation of provincial standards and pathways. This includes planning, coordination, monitoring, and evaluation of related treatment services and supports including secondary prevention to sustain and improve services. As a provincial health network, the ED works with the Steering Committee that brings together child health leaders and physician leaders from all of BC's health authorities, Hospital and Perinatal Services, academic partners, professional organizations and the three key child serving ministries - Ministry of Health, Ministry of Children and Family Development & Ministry of Education - as well as the Ministry of Social Development and Poverty Reduction. An overarching role in monitoring, evaluating and influencing health services across the partnership is inherent in the functions of the organization and the role.
The Executive Director leads the planning, development and implementation of provincial major service change initiatives and province-wide best practice initiatives in close collaboration with the related ministries, health authorities, clinical programs and other health care providers and provincial stakeholders in community, primary care and acute care settings and the public. Negotiates and facilitates consensus within PHSA and other health organizations within the mandate of the program. Represents the organization and the VP and EVP on local and provincial committees and organizations including academic institutions. Serves on relevant national, federal and Federal/Provincial/Territorial committees in keeping with the mandate. The ED fosters strong relationships with physician partners and leaders of academic organizations. The ED oversees designated portfolio staff and contractors; and develops, monitors, and maintains an operating budget. In addition, the Executive Director has oversight responsibilities for other provincial initiatives and system improvement that align with the broad mandate of PHSA, which may include matrix/direct reporting relationships to the Ministry of Health (MoH) and other related Ministries.
Duties/Accountabilities:
- Oversees all aspects of the portfolio’s strategic action plan including developing and implementing the plan, initiating a strategic processes, formulating the goals of the portfolio, monitoring performance, ensuring consistency with PHSA’s overall strategic and service plans, and redirecting priorities as needed or requested by the PHSA Executive Leadership Team or the MoH.
- Provides direction and provincial leadership in setting provincial standards for access to services, in standardizing relevant key provincial clinical practice guidelines and pathways, and in creating and ensuring provincial availability of standards based on current evidence and best practices, determining priority, and developing provincial service requirement plans. Provides recommendations to the VP, EVP and the MoH on resource allocation. Leads provincial work on behalf of the VP and/or PHSA and MoH.
- Provides leadership and oversight in the long and short-term planning and day-to-day operations of the portfolio to drive operational excellence, advance the vision and strategic direction, and to integrate/consolidate operational supports where possible. Establishes priorities, policies, procedures and budgets for the portfolio; formulates and recommends annual goals and objectives; ensures consistency with industry standards and Accreditation bodies; and ensures service agreements meet with performance expectations, contract and other legal obligations. Administers various health service contracts for PHSA, which may include physician negotiations, HHR and contracts, and collaborates and recommends policy to the MoH on options for the ongoing management of a range of highly specialized services.
- Leads the development of position papers on the delivery of health services related to the portfolio and makes recommendations to VP, EVP or directly to the MoH to enable the decision making process to determine changes in programs and services, accountabilities in delivering services, protocols, procedures and guidelines. Engages stakeholders to collaborate as appropriate and utilizes PHSA clinical and content expertise, provincial quality and utilization data, innovations from research and best practices, and projections to inform/support recommendations.
- Ensures the coordination of services across the portfolio and VP’s portfolio, identifies potential areas of integration and opportunities to enhance contributions to the health of the population of the province and leads and coordinates new services and system improvement initiatives. Develops and implements approved plans.
- Liaises with and negotiates with Health Authority leadership across regional health authorities to identify and develop provincial opportunities/requirements. Fosters strong positive relationships and partnerships provincially and nationally with government agencies, professional regulatory bodies, other healthcare delivery organizations, special interest groups, the general public and other key stakeholders to encourage understanding and cooperation in the development, implementation and evaluation of operational goals and strategic plans.
- Ensures collaboration with physician bodies including strong working relationships with physician leaders associated with the portfolio as well as the Doctors of BC and relevant academic UBC departments and divisions.
- Fosters academic collaboration and innovation in keeping with the portfolio.
- Represents PHSA at national, provincial and inter-authority levels in various capacities including participating on committees, providing secretariat support or policy and implementation support. Influences, informs and contributes to policy for upstream issues through partnerships, facilitating dialogue and consensus, maintaining awareness of emerging issues and ensuring that processes and mechanisms are in place to get the deliverables and outcomes that the MoH, PHSA and others have requested.
- Develops and monitors an annual budget includes operating and project/temporary funding, any delegated provincial initiatives. Monitors overall portfolio budget performance, plans and adjusts operations and/or staffing to meet projections and annual targets, and approves expenditures and preparing summaries for fiscal reporting.
- Develops and maintains an effective and cohesive leadership team. Provides overall leadership, direction and supervision to portfolio team members. Encourages an atmosphere which stimulates, guides, and encourages staff to realize their maximum potential; fosters team spirit, trust and mutual respect; and ensures collaboration, and promotes innovation and professional development. Evaluates individual and team performance in collaboration with appropriate internal stakeholders and peers to ensure effective portfolio performance. Oversees contractors and contracts, ensuring accountability for financials and outcomes.
Qualifications:
- A level of education, training, and experience equivalent to a Master’s Degree in health Administration, such as a Masters of Health Administration or Masters of Business Administration, and with ten (10) years of progressively senior experience with responsibilities for the development, implementation and evaluation of operational and strategic plans complemented by a clinical background.
- Successful contribution and leadership on provincial and ministerial initiatives and advanced knowledge of healthcare issues as well as specialized knowledge in outcome improvement, change management, information management as well as knowledge of patient safety, quality and risk management.
- Experienced with strategic initiative development and implementation and health system planning.
- Strong conceptual and policy-oriented skills.
- Expertise to define and guide individuals and groups towards a vision while maintaining group cohesiveness, motivation, commitment and effectiveness.
- Mastery of the essence and subtleties of communication in order that exchanges are understood at all levels with a complex internal and external network.
- Sound business acumen to develop and maintain mutually beneficial relationships with business partners as well as other external stakeholders, including MoH and other health organizations, throughout high profile endeavours.
- Conflict management skills to persuade and negotiate effectively to lead and implement service/organizational change and transition both internally and externally to the organizations.
