Job Summary

Salary Range: $76,111-$109,409/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Senior Director, Interprofessional Practice, the Policy Analyst is accountable for identifying and analyzing health systems issues, obtaining policy information from a variety of sources and consulting with a range of stakeholders to support the implementation of a policy management process. These include development and implementation, policy recommendations and an overall policy framework for BCMHSUS in alignment with the Provincial Health Services Authority (PHSA) Corporate Policy Office. Provides support to policy authors in response to emerging health system trends. Leverages change leadership skills to enable best practices, policy improvement and systems integration across the core program areas of BCMHSUS. The Policy Analyst is accountable for the oversite of governance for Clinical Documents, inclusive of policy, procedure, forms and other clinical documents as required.  Key partnerships are with managers and directors throughout BCMHSUS and PHSA, as well as other members of the Interprofessional Practice and Risk Management Team as well as stakeholders in other health authorities across the Province.

Duties/Accountabilities:

  • Develops and maintains the BCMHSUS clinical documentation and policy framework tools, processes, education and evaluation processes in alignment with the PHSA Policy Office. Researches mental health and substance use healthcare industry policy best practices across Canada and develops policy framework proposals for steering committee, MAC and ELT approval.
  • Provides advice, guidance, and education regarding BCMHSUS and PHSA policy frameworks and processes to support the development of policy projects in alignment with the PHSA Policy Office, BCMHSUS policy guidelines and organizational objectives.
  • Guides stakeholders with respect to policy process and development in order to build organizational capacity and expertise, and to improve standardization and centralization of policy processes. Provides consultative guidance and support as a subject matter expert to organizational committees, planning, operational and implementation groups.
  • Reviews existing BCMHSUS policies, and provides editorial and content recommendations in order to ensure alignment and consistency across program area and under broader legislation or PHSA policy.  
  • Works in partnership with the PHSA Corporate Policy Office, sits as a member of the PHSA Policy Working group and guiding implementation of key initiatives (eg. Shop) within and across BCMHSUS.
  • Assists BCMHSUS and its programs and services in the development and implementation of strategies for effectively communicating organizational policies across the program.
  • Leads policy development projects, engaging with key stakeholders to review current-state processes and policies, analyze, and synthesize information.
  • Provides advice to external stakeholders including other health authorities regarding policy office structure and processes. Provides information to external agencies regarding internal BCMHSUS policies.
  • Anticipates, identifies and analyzes emerging health system issues, policy requirements and trends, such as Ministry of Health communiques, legislation changes, reviews existing policies including recommendations.  
  • Maintains resources on various policy and clinical documentation development and planning methodologies including current policy inventories and version tracking. Provides support for the development and maintenance of an on-line clinical documentation and policy inventory system. Facilitates the central management of policy related forms.
  • Project manages in support of identified policy initiatives to achieve organizational objectives.
  • Provides BCMHSUS policy lens in support of major shifts in process or assessment requirements (e.g. CST transitions and BCMHSUS Accreditation).
  • Facilitates patient engagement process and input into policy documents.

 

Qualifications:

  • A level of education, training, and experience equivalent to a Master’s Degree in Public Policy/Administration, or a related field, and three (3) years of experience in public administration, planning, or program development in healthcare or social services, particularly with a focus in mental health and/or addictions services.
  • Exceptional business writing, clinical document writing, and editorial abilities.
  • Strong technical abilities to create and manage complex document filing, indexing and retrieval systems.
  • Strong project management skills, including ability to engage and manage stakeholders in a respectful, tactful and effective manner.
  • Effectively utilizes creativity to develop, implement and evaluate innovative policy and related materials, taking into consideration the impact on healthcare outcomes.
  • Effectively acts as a change agent for the introduction and implementation of innovative and creative ideas, tools, templates and processes.
  • Demonstrates effective negotiation/mediation skills and/or the application of effective conflict negotiation/resolution skills to build consensus among groups.  
  • Exhibits excellent time management skills to prioritize and complete assignments and schedule activities.
  • Self-motivated and self-sufficient; work well independently. Strong language, note taking, and presentation skills.
