The Link and Referral Unit Paramedic provides safe and competent care to low acuity patients, creating referrals to alternate care and conveyance pathways, such as Assess, See, Treat and Refer (ASTaR) and Urgent Primary Care Centres (UPCCs), to ensure timely access to the most appropriate care. The LARU Paramedic is clinically and ethically responsible for all patients in their care.

 

Reporting to the Manager, Clinical Operations, and with support of the Low Acuity Patient Navigator and Dispatch Operations Centre teams, the LARU Paramedic operates as a lone responder unit that is dispatched to unscheduled and scheduled calls across the province. The role utilizes critical thinking and decision-making skills, clinical knowledge, and advanced clinical triaging to perform all key physical and clinical accountabilities of a PCP-IV in providing high quality assessments and safe effective patient advice and care.

 

LARU Paramedics are expected to act in accordance with the vision, oversight, and guidance of the Clinical Hub. The Clinical Hub is responsible for the planning, implementation, and evaluation of patient care initiatives using innovative clinician roles, systems, and processes to bring change to the status quo. The Clinical Hub’s initiatives focus on improving the way BCEHS delivers support for both paramedics and patients alike, with a province-wide portfolio of clinicians, response units, and pathways to ensure our patients receive the right care the first time they contact 9-1-1.

 

Link and Referral paramedics are also expected to act in accordance with BCEHS’s policies, procedures, clinical practice guidelines, code of conduct, code of ethics, organizational, and EMALB scope of practices, and other appropriate legislation. LARU Paramedics act as ambassadors to influence practice development, which includes, trialing, evaluating, and championing clinical initiatives relevant to the delivery of patient care in BCEHS services.

 

Duties

  • Performs all key physical and clinical accountabilities of a PCP-IV clinician, inclusive of assisting with patient mobility or necessary patient preparation required for transport.
  • Responds to dispatched events/unscheduled calls as a lone responder, adhering to organizational policy and procedure. Assesses the environment for safety of self and patient.
  • Demonstrates competence in all areas of clinical practice including clinical validation, triaging and assessing patient’s needs and provides support, guidance and advice to patients.
  • Works with the Low Acuity Patient Navigator and Dispatcher to provide focused clinical response to low acuity 911 events and will respond to high acuity events as needed operationally.
  • Advocates for the use of low acuity initiatives such as alternate care, alternate conveyance, and ASTaR pathways.
  • Maintains educational and licensure requirements of BCEHS and the provincial regulator.
  • Uses clinical knowledge, advanced clinical triaging skills, and excellent decision-making skills to provide high quality assessments and safe advice to patients.
  • Documents and maintains accurate patient care records as required.
  • Provides health emergency prevention and health promotion services by working with clients and vested parties using the services within the scope of practice, and in consultation with alternative health care providers, BCEHS and provincial regulator.
  • Attends meetings, training, and system updates as requested by leadership team.
  • Provides clinical instructions to new and existing employees for low acuity operations, as required.
  • Models the potential complexities and challenges with low acuity patient care practices to employees in the field.
  • Participates in quality and research initiatives in support of the quintuple aim of healthcare, as required.
  • Adheres to BCEHS policies, practices and protocols including privacy and confidentiality of patients.
  • Performs other related duties as assigned.

 

 

Qualifications

  • Medically fit for duty (e.g. no medical restrictions preventing them from responding to a full shift of unscheduled 911 events, including high and low acuity) and capable of being a lone response paramedic.
  • Have an understanding and acceptance that employees awarded positions on the 2-person units (including 253X1 and 263X1) will be expected to complete all LARU training and will be required to move to a lone response LARU as required operationally.

 

Education, Training and Experience

 

  • Minimum Primary Care Paramedic (PCP) License, with IV endorsement, issued by the BC Emergency Medical Assistants Licensing Branch (EMALB).
  • Unrestricted/restricted, valid Class 1, 2, or 4 British Columbia driver’s license.
  • A satisfactory work record.
  • Must have 3 years plus a day of experience within BCEHS at the relevant Paramedic Level (PCP-IV).

 

Skills and Abilities

 

  • Perform all skills and abilities of the Primary Care Paramedic role.
  • In-depth knowledge of BCEHS Clinical Practice Guidelines, BCEHS Scope of Operational Clinical Practice, BCEHS Standards of Competency and Professional Practice, policies and procedures, local service standards, business unit standards, local roadways and geography.
  • Demonstrated ability to utilize strong critical thinking skills and problem-solving skills when making decisions.
  • Ability to communicate in a clear, concise, and consistent manner (both written and verbal), this includes the utilization of good listening skills.
  • Ability to multi-task and manage changing priorities and competing demands to accomplish objectives and adapt quickly in a dynamic, busy, fast-paced environment.
  • Exceptional customer service skills: ability to establish and maintain working relationships with internal and external partners.
  • Ability to work collaboratively with internal and external partners.
  • Technological literacy across various platforms and devices.
  • Recognize issues and proactively problem solve to ensure consistent operational and patient care delivery.
  • Maintain knowledge of evidence-based practice pertaining to paramedicine.
  • Physical ability and mental resilience to carry out the duties of the position.
  • Demonstrated ability to proactively maintain knowledge of current developments in clinical practice.
  • Ability to adapt to an evolving industry and positively empower changes.
  • Understanding of patient management in a primary, secondary, community and tertiary care setting.
  • Evidence of continuous training, learning and professional development.
  • Demonstrated knowledge, understanding and application of cultural safety and competency within healthcare.
  • Awareness of and commitment to learning and understanding the Truth and Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019) and Reclaiming Power and Place Missing and Murdered Indigenous Women and Girls Calls for Justice, and how they intersect across the health care system.

Selection Criteria

 

Selection will be in accordance with Article 13.03 of the Collective Agreement.

 

Essential Requirements:

  1. CUPE member
  2. Must have 3 years plus a day of experience within BCEHS at the relevant Paramedic Level (PCP-IV)
  3. Satisfactory work record; must be maintained for the duration of this qualification.

The above noted qualifiers must be achieved by the closing of the posting per standard selection processes for CUPE 873 employees.

 

Selection Process:

  1. Knowledge/Skills Assessment (45% of total score)

Applicants will be required to successfully complete a knowledge/skills assessment at a passing rate of 75%. This assessment is online through the Learning Hub and must be completed from a location with reliable internet access. The online assessment will be sent to qualified candidates’ BCEHS email and will be available for a 24-hour period. Eligible applicants will be notified of the exam date(s) at least 7 days in advance.

  1. Interview (45% of total score)

 

Applicants who successfully achieve a score of 75% or higher on the Knowledge/Skills Assessment will be scheduled to interview. Eligible applicants will be notified of the interview date(s) at least 7 days in advance. Please check your BCEHS email for interview invites if you are successful on the exam.

 

Should you be unsuccessful on the written exam or pass the exam but not participate in the interview process, you will be counted as "unsuccessful" and will not be eligible to compete on roles in the same classification for a period of 6 months.

 

  1. Full-Time Seniority (10% of total score)

 

Up to 10% will be applied to eligible candidates who complete the interview to determine their final score.

 

 

The successful candidate(s) shall be the employee(s) with the highest total score and a satisfactory disciplinary record.

 

 

Training: Successful candidates will be required to attend and successfully complete a variety of training, including but not limited to, courses, orientation, and field training. Successful applicants are required to attend training.

 

Please note the following information:

Employees applying for a temporary vacancy or position must be available for the term of the vacancy or position. Employees will return to their previous position at the end of the assignment.

If an employee relocates to fill a temporary vacancy or position, Article 13.06 will not apply, and the Employer will not be required to pay the employee’s moving expenses.

When an employee fills a temporary position, they will assume the shift pattern and hours of the position for the term of the vacancy.

Any employee who fills a vacancy or position will temporarily change status to Full-time or Regular Part-time. Employees will be entitled to all prorated vacation entitlements, leaves, and benefits associated with their temporary position or temporary vacancy.
