Manager, Transformation, BC Health Workday

The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.

Reporting to the Director, Change & Transformation, BC Health Workday, the Manager of Transformation is accountable for leading and facilitating a transformation strategy to support successful adoption of an operating model within the BC Health Workday program. This program will impact staff and medical staff in seven participating health organizations (Fraser Health, Interior Health, Island Health, Northern Health, PHSA, Providence Health Care and Vancouver Coastal).

 

Key Accountabilities

• Collaborates with the Manager, Communications & Training, BC Health Workday, and Manager, Business Readiness & Change, internal partners and BC health organizations, and oversees BC Health Workday HR transformation initiatives/projects.
• Supports the software vendor, Workday Canada, with a primary scope of transformation, to enable BC health organizations’ operations to move from current to future state.
• Facilitates consistent application of the future state model to maintain commitment and sustain program goals.
• Assembles, directs and supervises a team to ensure BC Health Workday transformation is completed effectively, efficiently, on time and on budget, and guides the team’s ongoing commitment to supporting the BC Health Workday program realize its vision and achieve planned outcomes.
• Assesses the impact of the BC Health Workday transformation initiatives/projects from a systems perspective and manages the impacts and interdependencies with other initiatives happening across the health system.
• Develops and/or oversees the development of relevant documentation (e.g., work plans, risk management plans, readiness assessments, status reports, presentations, etc.), working collaboratively with the Project Management and Business Readiness & Change teams on developing effective measurement systems to track progress towards achievement of results/outcomes and benefits realization.
• Identifies and manages key partners’ strategies and works collaboratively with BC Health Workday Communications to develop appropriate communication strategies and materials.
• Contributes to the overall leadership of the transformation functions of the BC Health Workday program as a key member of the change, communications, training and transformation team, participating in the development and implementation of the team’s strategies and plans.
• Monitors a budget for transformation in the BC Health Workday program. Responsibilities include monitoring budget performance, planning and adjusting operations and/or staffing to meet projections and annual targets, tracking expenditures and preparing summaries for fiscal reporting. Approval for budget items will come from the Director, Change & Transformation, BC Health Workday and/or Program Director.
• As a fully contributing member of a high-performance team, aligns work plan and activities with program change, training, and communications, ensuring a coordinated approach to readiness and adoption.

 

Qualifications

• A level of education, training, and experience equivalent to a university degree in business administration, health administration, leadership, or a related discipline supplemented with project and change management courses supplemented by seven (7) years of experience in a large, multi-site unionized environment.
• Demonstrated knowledge and experience in change and project management in a regional strategic change context.
• Demonstrated ability to work with a diverse group of partners including senior leaders, advisory groups, subject matter experts, and the vendor team members.
• Demonstrated ability to meet tight deadlines, work under pressure, and handle highly confidential and sensitive issues with tact and diplomacy.
• Experience leading or supervising a work team.
• Workday implementation experience is an asset

Job Type: Temporary, Full-Time
Wage: $108,147 - $148,702
The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
