Job Summary

Manager, Engagement & Change Enablement, BC Health Workday

 

In accordance with the Purpose, Vision, Values and Coast Salish Teachings, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.

The BC Health Workday Program is expanding its Change Management leadership team to strengthen leadership capacity and support the program as it moves further into implementation. We are recruiting a new Manager, Engagement & Change Enablement to lead the Change Specialist team and Change Lead, with primary accountability for Health Organization (HO) relationships and engagement, change networks, partner insights and feedback, and targeted activities that help HOs prepare for and adopt change.

This new role will work in close partnership with the existing Manager, Business Readiness & Change, who leads the Change Analyst team and is accountable for assessing and managing business and process impacts, monitoring readiness, and identifying dependencies and risks that may affect implementation. Together, the two managers will provide complementary leadership across Change Management, with shared accountability for the overall change approach, integrated planning, readiness and adoption, and alignment across Change, Training and Communications.

We are looking for a collaborative leader with demonstrated experience in partner engagement within complex public-sector environments, ideally with experience working within BC’s health care system. The successful candidate will be skilled at building trusted relationships and engaging effectively with leaders and staff at all levels, working across organizations and diverse teams, understanding partner needs, and translating those insights into practical approaches that support successful change.

 

Key Accountabilities

  • Collaborates with the Manager, Communications & Training, BC Health Workday, and Manager, Transformation, internal partners and BC health organizations, and oversees BC Health Workday change management initiatives/projects with a focus on business and people readiness.
  • Collaborates with joint program change management teams to design and deliver tactical change activities for use across health organizations. Brings expertise in change management to contribute to the development of enterprise-wide change plans, approaches, tools, templates and reporting.
  • Develops and/or oversees the development of relevant documentation (e.g., work plans, risk management plans, current state and readiness assessments, status reports, presentations, etc.).
  • Partners with program and health organization leaders, advisory groups and other interested parties to drive cultural and operational shifts required to achieve long-term benefits and outcomes.
  • Develops a senior leadership engagement plan to involve and engage senior leaders throughout implementation.
  • Assembles, directs and supervises a team to enable business and people readiness, and guides the team’s ongoing commitment to supporting the BC Health Workday program realize its vision and achieve planned outcomes.
  • Works collaboratively with BC Health Workday Communications to develop appropriate change-related messaging and materials, utilizing the BC Health Workday program brand.
  • Monitors deployment of change management efforts, and measures against the change and training deliverables.
  • Leads initiatives/projects using a systems perspective and manages the impacts and interdependencies with other initiatives happening across the health system.
  • Contributes to the overall leadership of the change and transformation functions of the BC Health Workday program as a key member of the change, communications, training and transformation team, participating in the development and implementation of the team’s strategies and plans.
  • Monitors a budget for transformation in the BC Health Workday program. Responsibilities include monitoring budget performance, planning and adjusting operations and/or staffing to meet projections and annual targets, tracking expenditures and preparing summaries for fiscal reporting. Approval for budget items will come from the Director, Change & Transformation, BC Health Workday and/or Program Director.
  • As a fully contributing member of a high-performance team, aligns work plan and activities with program training and communications, ensuring a coordinated approach to readiness and adoption.

 

Qualifications

  • A level of education, training, and experience equivalent to a university degree in business administration, health administration, leadership, organization development, or a related discipline supplemented with project and change management courses supplemented by seven (7) years of experience in a large, multi-site unionized environment.
  • Certification through Prosci® or Association of Change Management Professionals
  • Demonstrated knowledge and experience in change and project management in a regional strategic change context.
  • Demonstrated ability to work with a diverse group of partners including senior leaders, advisory groups, subject matter experts, and the vendor team members.
  • Demonstrated ability to meet tight deadlines, work under pressure, and handle highly confidential and sensitive issues with tact and diplomacy.
  • Experience leading or supervising a work team.
  • Previous Workday implementation experience is an asset.

Job Type: Temporary, Full-Time
Wage:
$108,147.00 - $148,702.00
The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
