Job Summary

Salary Range: $158,434-$237,651/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.


Job Summary:

In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The Executive Director (ED), Clinical Operations reports to a Chief Operating Officer (COO) or designate and works in partnership with medical leadership in building and sustaining strategic leadership in leading the assigned area of responsibility, including responsibility for multiple clinical services, with multiple management reports for a geographic area or for a considerable physical site across the organization or for responsibility for multiple clinical programs. As a strategic and clinical governance sponsor of the defined service, the ED works with their portfolio partners to effectively integrate and standardize major components of a complex and comprehensive health system.

Working with medical leadership, the ED is jointly responsible for the overall leadership and direction of the assigned area of responsibility.  The ED ensures optimal clinical care and outcomes within the vision, mission and values of PHSA.  In addition is responsible for the effective and client-focused delivery of health and clinical services, and provides leadership and support to address issues that cross programs and/or sites.

The ED directs the development and implementation of service delivery models, business plans, priorities, goals and operating budgets, including people, financial and physician resources.

 

Duties/Accountabilities:

  1. Works in partnership with medical staff; developing and overseeing clinical programs and operations to ensure health delivery systems across the continuum of care within the assigned area of responsibility.
  2. Ensures alignment with the broader portfolios, Ministry of Health and Executive Leadership directives to improve the health status of the populations being served.
  3. Ensures the tactical planning, financial and business operations, and service delivery activities of the assigned area aligning with and contributing to successful achievement of PHSA’s strategic framework and working towards ensuring public confidence in health system performance.  Provides leadership and support to staff in developing individual program plans including the development and implementation of proposals for new or expanded programs or redistribution of resources.  
  4. Ensures plans are consistent with and complement the overall strategic plans of the assigned area.  
  5. Develops and deploys mechanisms for monitoring performance and progress in achieving performance.
  6. Ensures continuous improvement and redesign for optimizing resources and contributing to a sustainable healthcare system.
  7. Provides leadership to team members through coaching, guiding, mentoring and modelling PHSA values.  
  8. Encourages dialogue and provides guidance and advice to facilitate resolutions to work issues.
  9. Assists team members to define shared and individual goals, meet performance expectations.  
  10. Recruits staff and maintains an organizational structure for the portfolio that provides the highest level of quality service within budget parameters.
  11. Provides oversight of the budgeting process/financial management, both operational and capital; focusing on achieving a balanced budget while ensuring a high quality of care at all services levels. Working within the approved financial mandate, prepares budget and program recommendations, oversees and monitors expenses and program/service outcomes, identifies efficiencies and promotes optimal use of resources, and makes recommendations on current and future program and services adjustments.
  12. Oversees and provides leadership on systems and processes to support all aspects of contract tendering, negotiation, approval, implementation and ongoing monitoring.  Allocates scare resources, approving budget recommendations and remedial action.
  13. Oversees the establishment of service requirements and related agreements, in support of the assignment area of responsibility, with diagnostic, treatment, support, and other clinical services. Monitors effectiveness and negotiates changes and improvements to ensure quality care.
  14. Ensures the continued development and evaluation of a multi-year people management plan that complements PHSA’s strategic human resources direction for staff and volunteers, in support of the Ministry of Health’s Health Human Resources (HHR) strategy.
  15. Adheres to agreements and policy commitments signed or agreed to by the Ministry of Health and the Health Employer’s Association of British Columbia with respect to labour and health human resources.
  16. Develops and maintains internal relationships with staff, physicians, patient/clients, and volunteers by communicating to ensure the business operations and service delivery activities of the assigned area are aligned and contribute to the successful achievement of PHSA’s strategic framework.
  17. Develops and maintains relationships with key external interested parties such as elected officials, government agencies, indigenous leaders, advocacy groups and foundations; representing the organization in a variety of settings.  
  18. Encourages understanding, cooperation and cultural safety in the development, implementation, and evaluation of the assigned area.
  19. Identifies emerging issues in the local, Provincial, Federal, and international arenas that could influence the delivery of care within PHSA.  
  20. Monitors information on best practices and benchmarking within the industry, regionally and nationally to support organizational decision-making.
  21. Fosters an environment that embraces and supports innovation and evidence-based research to inform local decision-making and develop enhanced practices and protocols.
  22. Represents the program/service internally as a senior leader and subject matter expert.  
  23. Provides leadership for a variety of committees with the accountability to commit the program to a course of action.
  24. Represents the organization externally as a senior leader of PHSA.  Responsibilities include knowledge generation, translation, and dissemination on a national, provincial, regional and local level. Collaborates and facilitates provincial networks where consensus building and coordination of multiple interest groups is critical; generating consensus among diverse parties.
  25. Performs other related duties as assigned.

Qualifications:

  • A level of education, training, and experience equivalent to a Master’s Degree in a relevant discipline such as Nursing, Health Care Administration, or Business Administration, and a minimum of ten (10) years of recent related experience including experience a senior operations/administrative position within a health care organization.
  • Strong management abilities in managing people, department operations, and budgets.
  • Sound working knowledge of planning concepts related to budgetary, staffing, quality and strategic initiatives.
  • Demonstrated hands-on approach and success in working in a team-based environment.
  • Excellent people skills; ability to motivate, cooperate with and work effectively with others.
  • Proven ability to negotiate and mediate resolutions to complex situations.
  • Ability to set and maintain competing priorities through effective management and delegation skills.
  • Ability to interact tactfully and effectively with staff at all organizational levels both internally and externally to the organization.
  • Exceptional communication, interpersonal, and public relations and public speaking skills.
  • Ability to develop and analyze potential scenarios, and identify gaps with the current system(s).
