Job Summary

Salary Range: $76,111-$109,409/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.


Job Summary:

Reporting to the Manager, the Project Advisor takes a lead role in all projects assigned to the Business Management Office which supports various clinical programs across PHSA. The Project Advisor is responsible for project management, budget control, dispute resolution and oversight of projects from project planning and approval through to construction, procurement and completion. The Project Advisor liaises with internal partners, external consultants and vendors to represent PHSA’s interests as appropriate. The Project Advisor oversees all aspects of the current projects within their portfolio, ensuring the deliverables are completed on time and on budget, as identified in the project plans. The Project Advisor will lead and coordinate project activities including financial responsibility for the projects and management of resources as deemed necessary to meet the schedule and budget for the project deliverables. The Project Advisor will identify and track metrics as they relate to the project deliverables. The role will establish the project team and provide leadership, guidance and support to designated project staff, contractors and stakeholders. The Project Advisor supervises staff including making determinations on recruitment and selection, performance management, discipline, training, coaching and leading teams.

Duties/Accountabilities:

  • Develops functional requirements in conjunction with Process Improvement Consultants, planning and design including developing project scope and design concepts to ensure capital projects are consistent with user needs and expectations.  Ensures that project implementation plans align with project goals and processes. Projects may include construction related to renovation and installation, IMITS infrastructure for integration requirements for net new projects, and net new equipment fleet.
  • Participates in project-driven RFPs. Responsible for stakeholder engagement and participation. Applies business and procurement expertise to guide committee members throughout each step of the RFP process.
  • Manages the implementation of approved smaller or specialized projects from design to completion. Provides support by conveying policies and priorities, directing work and ensuring issues are resolved or escalated to appropriate level to meet project deliverables and timelines.
  • Manages project related space planning to ensure space plans comply with facility standards and scope requirements for external consultants, tendering and various capital planning processes as required.
  • Coordinates and prepares planning and construction schedules, budgets and project data in conjunction with the Manager and prepares, develops and coordinates facilities planning principles, standards and policy through the application of evidence based design and LEAN Principles for assigned projects or initiatives.
  • Carries out project plan according to project methodologies to ensure successful and coordinated completion of project components by facilitating consensus with stakeholders. Tracks project progress according to project work plan and metrics. Identifies and reconciles discrepancies, reports on barriers, variances and makes recommendations to the Manager. Prepares regular progress reports for projects programs and forwards reports to the Director and others as required.
  • Monitors project development according to approved project charter and reports on variances. Makes recommendations to the Manager to ensure scope of work does not expand without appropriate approval and adjustments to the budget and schedule.
  • Maintains ongoing support for initiatives from project sponsors and user groups by keeping stakeholders aware of project status through effective communication channels.
  • Monitors project and capital expenditures, reports on variances and makes recommendations to the Manager to ensure adherence to allocated budgets.
  • Completes capital equipment requests by seeking vendor and Supply Chain engagement, coordinating net new equipment trials / demonstration, and seeks on-site engagement and validation.  
  • Liaison for BC Children’s and Women’s Hospitals and the corresponding Hospital Foundation. Works collaboratively with key members of each Hospital Foundation to create equipment and technology initiatives, as well as develop formal proposals for donation opportunities.
  • Provides supervisory guidance and direction to staff. Maintains accountability for all personnel within their portfolio including the hiring of project staff and following performance management processes.

Qualifications:

  • A level of education, training and experience equivalent to a Bachelor’s degree in a relevant discipline supplemented with five (5) to seven (7) years’ recent related experience in facilities/capital project planning, design and management working with complex, multi-disciplinary facility projects and progressive experience in a management/leadership role in healthcare planning.
  • Broad knowledge of the planning and construction processes associated with facilities development.
  • Comprehensive knowledge of health care projects and relevant government procedures, standards and requirements.
  • Advanced project management skills including effectiveness in planning and coordinating major projects from conceptual design through construction completion.
  • Ability to facilitate, persuade and negotiate to reach consensus, resolve conflict and achieve desired outcomes.
  • Ability to respond to changing priorities or unforeseen opportunities. Ability to provide leadership, guidance and direction to stakeholders including staff and contractors.  
  • Ability to work under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner and work effectively as part of a team.
  • Ability to productively use word processing, spreadsheet, database, and project management software.  
  • Physical ability to perform the duties of the job.
