Job Summary

Absence, Time Tracking & Payroll Lead, BC Health Workday

The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.

Reporting to the Manager, Business Function Products, the Functional Lead is responsible for providing leadership within their assigned functional area for implementation of the new BC Health Workday program. The Lead works with leaders and teams at all levels to support the required deliverables of implementation lifecycle (discovery, configuration, testing, deployment, and documenting process for post go-live support) related to the respective subject matter assigned. The role is responsible and accountable for leading, directing, and coordinating current core HR processes, policies, workflows and mapping and can articulate what is required to achieve the future state of BC Health Workday program.

 

Key Accountabilities

  • Accountable for the Payroll and Absence/Time Tracking functional areas, providing subject matter expertise on current and future state business processes, system configuration, integrations, and best practices. Leads the end-to-end design, configuration, validation, and implementation of Workday Payroll, Absence, and Time Tracking functionality, ensuring alignment with standardized policies, operational requirements, legislative obligations, and collective agreement provisions.
  • Leads the review, analysis, and standardization of payroll, absence, leave, scheduling, time entry, accruals, overtime, premiums, statutory holiday, and pay calculation processes across participating health organizations to support a consistent provincial solution.
  • Works with a cross-functional project team to provide leadership and expertise in Payroll and Absence/Time Tracking, ensuring requirements, process maps, and design deliverables are complete, accurate, and aligned with business and operational objectives.
  • Leads the gathering, analysis, validation, and documentation of business requirements related to payroll processing, time tracking, leave administration, absence management, and workforce management processes. Facilitates functional design discussions and escalates key decisions and risks through the appropriate governance channels.
  • Collaborates with subject matter experts and health organization representatives to identify process gaps, harmonize business practices, assess operational impacts, and develop solutions that support payroll accuracy, compliance, and effective workforce management.
  • Supports the development and execution of testing strategies and plans, including unit, integration, end-to-end, payroll parallel, and user acceptance testing. Develops test scenarios and cases to validate payroll calculations, leave and absence rules, accruals, time entry, scheduling, integrations, and approval workflows, ensuring successful execution of testing activities.
  • Works collaboratively with implementation teams, technical resources, and operational partners to identify, troubleshoot, and resolve configuration, process, and system issues related to Payroll and Absence/Time Tracking.
  • Provides subject matter guidance throughout all phases of implementation, including design, build, testing, training, deployment, and stabilization activities. Supports issue resolution, operational readiness, and transition to post-go-live support.
  • Develops and reviews training materials, job aids, process documentation, and knowledge transfer resources for Payroll and Absence/Time Tracking. Ensures training content accurately reflects future state processes and supports successful adoption by end users and support teams.
  • Collaborates with other Functional Leads to ensure alignment across intersecting business processes, including Core HCM, Benefits, Compensation, Recruiting, and Finance, and supports integrated solution design and testing activities.
  • Participates in knowledge transfer activities to build organizational capability and ensure operational teams are equipped to support Payroll and Absence/Time Tracking processes following implementation.
  • Participates in meetings, committees, and governance forums as required, representing Payroll and Absence/Time Tracking business requirements, operational considerations, and process decisions in support of the BC Health Workday Program.

 

Qualifications

  • A level of education, training, and experience equivalent to a Bachelor’s degree in Business, Human Resources, Information Systems or related field, plus a minimum of five to seven (5 - 7) year’s recent, related experience in HR, including experience in a complex health organization.
  • Proven ability to work collaboratively with leaders at a strategic level and provide leadership in the development of functional skills in others through active knowledge sharing.
  • Proven experience in requirement gathering, gap analysis, documenting design, test planning.
  • Analytical skills to translate data into action, complemented by program planning and management experience.
  • Advanced knowledge of HR business practices, workflow analysis, business systems design, and process re-engineering.
  • Demonstrated ability to handle multiple priorities effectively and efficiently. Provide ability to write, analyze and understand project plans, proposals for accuracy and consistency.

Wage:
$90,770.00 - $124,800.00
The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
