Job Summary
|
Salary Range: $90,770-$130,481/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
This role with BCCDC Harm Reduction and Substance Use Services works closely with people with lived and living experience as peer experts and advisors. Experience with peer inclusion and engagement, anti-racism, Indigenous cultural safety and cultural humility is preferred.
Job Summary:
In accordance with the Mission, Vision, Values and strategic direction of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. The Evaluation Specialist, Population & Public Health reports to the Medical Director, Population & Public Health and is responsible for the evaluation of program design and delivery of Population and Public Health (PPH) initiatives, programs, and services. The role provides subject matter expertise when reviewing and assessing the impact of PPH programs and services and presents evidence-based recommendations to Program Leaders, BCCDC and PHSA Senior Leaders, BC health authorities, BC Ministries and/or other provincial partners to optimize BCCDC PPH program and service delivery. Ensuring projects and policies have a quality- and equity-lens applied, are inclusive of Indigenous perspectives and incorporate anti-racist and decolonizing principles, the Evaluation Specialist employs research methods for the identification, collection, analysis, and interpretation of outcome measures and carries out reviews of related research, and links evidence to the evaluation process. To build evaluation capacity among the PPH team and other BCCDC service lines, the role guides and supports staff to utilize best practice in evaluating programs across the service line as an expert in population health evaluation.
Duties/Accountabilities:
- Makes and presents evidence-based recommendations to the BCCDC, BC health authorities, BC Ministries and provincial/territorial partners to develop, coordinate and implement effective Population & Public Health strategies. Completes evaluation reports and gives presentations to senior leaders on selected projects/programs that assess the efficiency and effectiveness of initiatives in achieving stated goals including health outcomes and improvements in related processes. Represents PPH on internal and external committees as required.
- Leads, conducts and/or coordinates the research and evaluation of program design and delivery of PPH initiatives, programs, and services. Provides subject matter expertise and guidance on best practices related to program evaluation, assessment, monitoring, study design, and research methodologies to Program Leaders, program staff and other partners and/or stakeholders.
- Leads planning, research, evaluation, and outcome measurement of PPH services and initiatives. Works collaboratively with program Managers, Leads, and teams to assess, determine and/or define required information to satisfy specific business requirements. Develops and prepares research proposals and associated grant applications; interacts with funding agencies to identify and secure grant funding. Works with existing and external data sources, as well as develops new collection processes.
- Designs a practical evaluation model that integrates monitoring, self-assessment, planning, and evaluation of program or services (process and outcome measures). Develops specific evaluation criteria, performance measures, and definitions, and generates evidence to conduct quantitative and qualitative analysis and to generate recommendations. Conducts and/or coordinates multiple evaluation projects including: literature review, design and utilization of evaluation methodology and tools; collects, compiles, analyzes, interprets and reports data. Conducts and advises regarding complex statistical analyses. Assesses effectiveness of current PPH programs, strategies and evaluation plans.
- Serves as a consultant to PPH colleagues and works in collaboration with other members of the BCCDC service lines to make evidence-based recommendations regarding potential changes to programs and impacts on services and staff resources.

- Works collaboratively with PPH programs to support the identification and development of meaningful performance and outcome measures. Facilitates the development, implementation, and maintenance of an ongoing evaluation process for PPH programs.
Qualifications:
- A level of education, training, and experience equivalent to Master’s Degree in a health science, social science, or related discipline with coursework in research methodologies, statistical analysis and evaluative research, five (5) years experience in related research/evaluation/decision support in public health, community health programs, acute care, or other health services. Experience with or certification in Credentialed Evaluator (CE) with the Canadian Evaluation Society and/or Project management is considered an asset.
- Demonstrated knowledge of health research methodology, principles and procedures.
- Demonstrated knowledge of performance outcome measurement tools and techniques and program evaluation, e.g., program logic models, impact analysis.
- Ability to use advanced microcomputer software such as database (e.g., Access), or spreadsheets. Ability to use quantitative and qualitative data analysis software.
- Demonstrated ability to productively use spreadsheets, word processing, database, presentation and project management applications.
- Excellent oral and written communication skills.
- Ability to utilize initiative, vision, independent thinking and creative problem-solving skills to implement project plans and realize project completion.
- Excellent oral and written communication skills to function within a complex inter-sectoral environment including competency in using various technologies including social media.
- Effective facilitation and persuasion skills to achieve consensus, resolve conflict and achieve desired outcomes Comprehensive knowledge of project management principles and methodologies.
- Ability to work under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner.
- Computer literacy with word-processing, spreadsheet, presentation, project management and database applications.
