Job Summary

Salary Range: $90,770-$130,481/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

 


Job Summary:

In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Duties/Accountabilities:

Supervision

  1. Maintains an organizational structure for the Bioinformatics section of the GSC that maximizes the output of the quality and quantity of the work provided by the program/department/unit.
  2. Provides consultation and supervision to designated staff, establishing clear definitions of responsibility for each employee, reviewing workload assignments, and adjusting schedules according to workload to ensure levels meet operational requirements.
  3. Conducts employee performance reviews and completes appraisals.
  4. Establishes priorities and provides guidance and technical advice by facilitating resolutions to work problems and by monitoring work activities to ensure program/department/unit standards are maintained.
  5. Participates in the management of grievances and labour relations matters in conjunction with Human Resources staff by performing duties such as:
    •    Responding to 1st and 2nd step grievances.
    •    Providing information/background on issues.
    •    Providing input to collective agreement bargaining proposals.
    •    Participating in industry bargaining committees and essential service designation processes.
    •    Attending union/management meetings/3rd party interventions to authorize final outcome/settlements.
  6. Recruits staff through methods such as identifying vacancies, interviewing internal and external applicants, making hiring decisions and processing required documentation.

 

Administrative

  1. Develops and implements a quality improvement program to ensure services are provided in the most efficient and effective way by performing such duties as:
    •    Ensuring standards for the section meet the GSC’s mission and strategic plan.
    •    Establishing internal controls to protect the GSC’s resources and assets and ensuring the accuracy and reliability of information.
    •    Monitoring quality and quantity of service and information provided by the bioinformatics group and identifies areas for change and/or improvement.
  2. Responsible for developing capital and operating budgets for Bioinformatics section and for ensuring adherence to these budgets by performing duties such as: Monitoring expenditures and recommending remedial action and determining how dollars are allocated within Bioinformatics.
  3. Attends and participates in a wide variety of committee meetings including weekly meetings of senior staff, bioinformatics group and sequencing group where the incumbent’s perspective is required by performing duties such as providing and/or receiving information and participation in decision making.

Technical

  1. Provides expertise, guidance and technical advice regarding resolutions to work issues including maintenance of computer system, network and security for the Genome Sequence Centre.
  2. Monitors work activities to ensure standards are maintained including new and revised applications.
  3. Coordinates program testing and takes action to correct any faults.
  4. Performs data analysis for bioinformatic studies using statistical programs and computer languages such as C, Visual Basic, SAS, SPSS, SPLUS, EGRET, MATlab and Perl.
  5. Interprets statistical analyses and makes recommendations. Prepares reports on statistical findings for publication and presentation in HTML format or as advised.
  6. Conducts feasibility studies for computerization by determining user requirements, examining and identifying problems with existing systems and recommending modifications to and/or new systems; provides details of estimated implementation costs including associated staffing requirements.
  7. Develops, maintains and improves computer programs and research databases for the GSC using applications such as MySQL and AceDB.
  8. Monitors implementation of new and revised applications, coordinates database testing and takes action to correct any faults.
  9. Performs technical functions related to the bioinformatic functions of the GSC.

 

Other

  1. Performs other related duties as required.

 

Qualifications:

  • Graduation from a recognised Master’s program in an appropriate discipline such as Biochemistry, Genetics, Computer Science, Electrical engineering or Physics.
  • Five (5) years of recent related experience in a research laboratory
    or; 
  • An equivalent combination of education, training and experience acceptable to the GSC Group Leaders.
  • Demonstrated ability to manage the daily operations of a computational facility.
  • Experience with computer operating systems used at the GSC. Demonstrated experience in computer programming, statistical analysis, image analysis.
  • Demonstrated experience with handling biological sequence and/or mapping data.
  • Demonstrated experience in database development and data storage schemas.
  • Working familiarity with C, C++, Perl, Matlab, MySQL and other related software.
  • Demonstrated ability to accept responsibility and work independently.
  • Demonstrated ability to work effectively with others in a team environment.
  • Excellent organizational, leadership and interpersonal skills.
  • Physical ability to perform duties of the position.
