|
Salary Range: $130,864-$188,116/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

Job Summary
In accordance with the Mission, Vision and Values, and strategic directions of the Provincial Health Services Authority (PHSA), patient safety is a priority and a responsibility shared by everyone at PHSA. Continuous improvement of quality and safety is inherent in all aspects of this position. Reporting to the Executive Director, Patient and Staff Experience and Measure, BCMHSUS, the Director, Clinical Lead, Capital Projects provides strategic and operational leadership for the clinical planning, operational readiness, activation, and implementation of the Prince George Mental Health & Substance Use Expansion Project and other assigned BCMHSUS capital initiatives.
The Director provides overall leadership and accountability for the Operational Readiness of the facility. They are responsible for leading the clinical planning, overarching plan for operational readiness, and ensures alignment across clinical, operational, technical, and capital workstreams. The Director serves as the primary liaison with executive sponsors, the capital team, and key partners, resolves complex issues requiring executive decision-making, and is ultimately accountable for the overall readiness of the facility to open. The Director ensures services and facilities are recovery-oriented, trauma-informed, culturally safe, and person-centred.
The Director is accountable for the successful transition of the Prince George Mental Health & Substance Use Expansion Project from construction through occupancy, providing oversight of governance, budget, risk, resources, and readiness activities, and ensuring the facility is fully operational and ready for opening in December 2027.
Work Location: Hybrid – mostly virtual. The position can be located in Prince George or the Lower Mainland. The role includes both virtual and onsite meetings, with travel to Prince George site required on a regular basis.
Duties/Accountabilities
- The role oversees readiness planning, governance, risk management, performance monitoring, and integration of clinical, operational, technical, digital health, facilities, and capital project activities to ensure successful facility opening.
- The Director leads the implementation of clinical service plans, models of care, and operational requirements, ensuring services are recovery-oriented, trauma-informed, culturally safe, evidence-based, and responsive to the needs of Indigenous Peoples and other vulnerable populations. The role also ensures facility design supports safe, therapeutic, and rehabilitation-focused care.
- The Director is a liaison among PHSA, BCMHSUS, Northern Health Authority, First Nations Health Authority, the Ministry of Health, Lheidli T’enneh First Nation, and project partners. The role provides strategic advice on project scope, budget, schedule, and risks; leads governance and planning committees; and builds strong partnerships to support successful project delivery.
- The Director oversees budgets, resource planning, and financial reporting, ensuring activities are delivered within approved timelines, budgets, and project objectives.
- The Director is ultimately accountable for the readiness of clinical programs, workforce, infrastructure, technology, equipment, and support services required for opening. This includes leading readiness reviews, occupancy planning, activation activities, and post-occupancy evaluation to support safe and effective operations.
Qualifications
A level of education, training and experience equivalent to a Master’s Degree in Health Administration or related discipline. Ten (10) years' recent related experience in progressively more complex and senior management roles in a large complex multi-site organization, including five (5) years' recent related clinical and operational experience with health care planning, strategic and major project development/planning focusing on acute care service planning and/or redesign, or an equivalent combination of education, training and experience Demonstrated experience leading large-scale healthcare projects that deliver high-quality outcomes and meet interest-holder expectations. Proven ability to plan, lead, implement, and oversee complex business and operational initiatives. Strong understanding of clinical operations and service planning across acute care settings, including clinical, non-clinical, and support services. Skilled at building effective relationships with executive leaders, interdisciplinary teams, and external partners. Demonstrated leadership in change management, conflict resolution, facilitation, and negotiation to achieve project milestones within scope, timelines, and budget. Excellent organizational, analytical, problem-solving, communication, and presentation skills, with the ability to manage competing priorities in a fast-paced environment. Experience supervising staff is required; Lean process improvement experience is an asset. Proficient in Microsoft Office applications, including Project, Excel, PowerPoint, Access, and Word.
