Director, Clinical Lead, Capital Projects

Job Summary:

In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. Reporting to the Vice-President, Mental Health & Substance Use Services, the Director, Clinical Lead, Capital Projects is responsible and accountable for clinical program development and implementation of clinical services within major capital projects for the BC Mental Health & Substance Use Services (BCMHSUS); plays a key role in this capital project to ensure that facility developments support and enable clinical care and operations; acts as an advocate for clinical operations and a liaison to clinical operation professionals in the development of functional clinical space. The Director is also responsible for ensuring that the model of care for clinical services and programs are well defined, operationally feasible, appropriately resourced and effectively implemented within major capital projects with a strong focus on clinical best practices, operational efficiencies and effectiveness; provides leadership and initiative in the clinical planning, design and implementation of services and programs to be delivered that support BCMHSUS's overall care needs; participates in the development of strategic planning and operational planning and works closely with clinical leadership teams, Lower Mainland Facilities Management (LMFM), community representatives, internal/external stakeholders and public and private partners.

Duties/Accountabilities:

• Leads the development of the clinical service plans, functional programming and design development; liaises with the Clinical Integration Executive Council, internal stakeholders, other agencies, LMFM, public and private partners to plan clinical program and service requirements for the project.
• Responsible for leading, facilitating and coordinating stakeholder inputs for development of clinical service planning deliverables for BCMHSUS Capital Redevelopment Projects .
• Leads re-design and restructuring initiatives including adoption of best practices to better integrate and streamline clinical services, optimize quality and ensure cost effectiveness; ensures appropriate quality and safety measures are in place.
• Works closely with clinical and operations teams of physicians, senior administrators and other health care professionals to identify program and service requirements; reviews and integrates service delivery models, clinical standards and operational guidelines for each of the assigned clinical services.
• Plans responsive care delivery systems, services, resolves and facilitates the coordination of service; oversees and directs the clinical planning of programs/services during the planning and construction phases; works with the Vice-President and the Senior Management Team of BCMHSUS to ensure that an appropriate clinical planning and clinical operations project management plan is developed, maintained and implemented; reports on the status and execution of activities and risks.
• Proactively manages risks and issues relating to service planning, escalating issues as appropriate.
• Chairs the Core User Group for service planning; leads the Core User Group in the development of documentation required for the Business Case, including service definition, capacity requirements, clinical specifications and analysis of impacts on operations.
• Ensures effective interface with BCMHSUS's user groups/clinical leads to obtain input and consensus on planning issues; leads assigned resources in the development of detailed operational plans for clinical services and programs.
• Ensures the integration of clinical planning and decision making with equipment, CST and IM/IT planning and works in partnership with the LMFM to ensure the success of the project.
• Provides guidance and direction on process improvement strategies that cross service areas; facilitates process re-engineering task groups and communicates status of process re-engineering work to relevant user groups in BCMHSUS.
• Leads assigned resources in the development of elements required for the business case development and process with emphasis on the clinical specifications, services, program and operational requirements and elements; in collaboration with key Directors, plans and implements operating budgets for BCMHSUS Capital Redevelopment Projects including budget preparation, authorization, control and mechanisms for reporting of expenditures, ensuring the efficient utilization of the financial resources within the objectives, plans and budgets established by BCMHSUS.
• Participates in the monitoring and appraisal of the outcomes for clinical program models of care as it relates to established program outcome expectations; oversees and provides leadership for the planning, development and evaluation of policies to provide guidance and a framework for the integration and standardization of programs ensuring a systems perspective that links individual program needs with a system-wide framework.
• Provides strategic and operational direction and makes recommendations for clinical program and service development by reviewing the relevant literature, research and evidence of best practices.
• Works with Communications & Public Affairs department to develop communication strategies regarding clinical service delivery changes; prepares and delivers presentations to project stakeholders on project status and issues, as needed.

Qualifications:

A level of education, training and experience equivalent to a Master’s Degree in Health Administration or related discipline and a clinical background in a related health care discipline. Ten (10) years' recent related experience in progressively more complex and senior management roles in a large complex multi-site organization, including five (5) years' recent related clinical and operational experience with health care planning, strategic and major project development/planning focusing on acute care service planning and/or redesign, or an equivalent combination of education, training and experience
Demonstrated ability to manage large scale projects in a health care environment that achieve high quality outcomes and exceed stakeholder expectations. Demonstrated ability to define, lead, plan, direct, manage and implement business and management processes. Demonstrated ability to maintain, function and develop rapport with Executive Management, senior operating executives and other stakeholders. Ability to manage the operational detail associated with a large and complex environment. Broad knowledge of clinical operations and service planning for clinical, non-clinical and support services in an acute care facility Excellent organizational, analytical and problem-solving skills. Lean process redesign experience as an asset. Experience managing human resources and direct reports. Demonstrated oral, written and presentation skills. Proven ability to develop and maintain effective working relationships with others both internal and external to the organization. Demonstrated change management and conflict resolution skills and experience. Excellent facilitation skills when working with an interdisciplinary team. Demonstrated ability to facilitate and negotiate achievement of milestones within approved project scope timelines. Demonstrated ability to respond to the needs of stakeholders supported by an acute awareness of the impact of action. Demonstrated leadership skills with proven ability to bring about change in a proactive manner. Demonstrated ability to work effectively under pressure with changing priorities and deadlines. Proficiency in the use of a personal computer and applicable software applications including Microsoft project, excel, power point, access, project management and word software.
