Senior Business Analyst, Transformation, BC Health Workday
In accordance with the Purpose, Vision, Values and Coast Salish Teachings, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.
Key Accountabilities
- Advises program leadership on strategic initiatives by leading feasibility studies, business process reviews, and technology assessments. This includes identifying system and operational inefficiencies, recommending solutions, and guiding the implementation of improvements that enhance operational performance and service delivery.
- Leads the elicitation, documentation, and validation of business requirements by engaging stakeholders, subject matter experts, and operational leaders. Translates business needs into actionable requirements, process improvements, and technical specifications for system configuration, data mapping, and reporting.
- Prepares business cases, project proposals, and analytical reports to support strategic decision-making, project planning, and executive presentations.
- Leads and facilitates discussions to build consensus on business process design, system changes, data requirements, and privacy and security considerations. Promotes collaboration and alignment across business units, IT teams, and external partners.
- Engages with vendors, consultants, and external experts to incorporate best practices, validate technical solutions, and support informed decision-making across business and IT initiatives.
- Coordinates implementation activities, ensuring documentation, user testing, training, and change management are completed successfully. Participate in operational and project committees to ensure cross-functional collaboration and alignment with organizational goals.
- Leads cutover and Go-Live activities, including planning and executing end-to-end activities such as data migration, system configuration, network readiness, user access setup, and legacy system decommissioning. Monitor readiness, track progress, escalate issues, and facilitate Go/No-Go decision-making.
- Provides leadership and technical expertise on data-related workstreams, including data profiling, cleansing, validation, and migration. Ensure data activities meet quality standards, regulatory requirements, and project timelines.
- Monitors project progress, identifies risks or issues, implements corrective actions, and escalates as needed to maintain project momentum and ensure business needs are met.
- Provides leadership, guidance, mentoring, and direction to team members, technical experts, and consultants to ensure data and system activities are coordinated, adhere to standards, and support successful project delivery.
- Identifies and drives process improvement and innovation opportunities by leveraging technology, operational insights, and best practices to enhance efficiency, reduce costs, and optimize system performance.
Qualifications
- A level of education, training, and experience equivalent to a Bachelor’s Degree in Information Systems, Computer Science, or relevant health care discipline, with a minimum of seven to ten (7 - 10) years recent related experience in health systems data analysis, data mapping and transformation, including experience leading data teams or projects within a healthcare setting.
- Excellent interpersonal, oral, and written communication skills with the ability to communicate complex ideas in simple terminology.
- Proficiency with computer applications including MS Word, Excel and PowerPoint.
- Ability to understand and clearly relate technical information and principals of operation to other members of the organization.
- Expert knowledge and experience in core computer technologies and strategies, including technology design, implementation, support and administration functions related to Microsoft technologies; Linux; Oracle, MySql and MS SQL, including SQL.
- Proficiency with project management tools and methodologies to effectively plan, execute, and monitor the transition .
- Experience in data migration strategies, tools, and techniques to ensure seamless transfer of data from legacy systems to cloud-based solutions.
- Ability to develop and maintain effective working relationships with internal and external partners.
- Ability to analyze operational problems and recommend innovative solutions, demonstrating time management skills.
- Working knowledge of applicable regulations, legislation, professional standards and safety codes.
- Demonstrated flexibility to meet and adapt to change in organizational priorities.
- Demonstrated organizational skills and ability to prioritize workload and work under time pressures to meet deadlines.
- Previous Workday implementation experience an asset.
