Job Summary

Salary Range: $108,147-$155,461/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

 

Location is flexible based on where the applicant is located within the province.

 

Job Summary:

Reporting to the Director, Regional Clinics and under the mandate of the Forensic Psychiatric Services Commission (FPSC), the Manager, Clinical Operations is accountable for the supervision and coordination of services for assigned clinical operation(s). Responsibilities include ensuring the quality management of care delivery to clients and families, managing and directing staff, overseeing the service delivery budget and implementation of operational plans. The Manager interfaces with external and internal services to ensure the effective and efficient operation of clinical operation(s). The position is responsible for providing leadership and promoting the strategic directions and goals of the organization by applying and evaluating standards, policies, practices, and procedures to the patient care services.

Duties/Accountabilities:

  • As a member of the management team that is accountable for the efficient and effective day-to-day delivery of services across assigned Forensic Psychiatric Services (FPS) clinical operations. Supervises all assigned clinical and support resources. Manages service area operations by assessing and monitoring staff/client ratios and supplies based on client acuity and staff skill level.  
  • Directs the strategic planning process and coordinates the process of operational planning across the assigned clinical program in collaboration with the Regional Director. Integrates specific goals and objectives into the activities of the clinical services ensuring linkages with individual performance plans, and quality management initiatives.  
  • Provides leadership in service development and planning activities through work groups and projects; monitors progress and outcomes. Initiates, recommends, implements and evaluates objectives, policies and procedure, and standards of clinical practice related to client care.
  • Ensures that human resource plans address the recruitment and retention issues for the program. Creates, implements and evaluates an effective workforce plan for the program in collaboration with key partners and stakeholders that ensure the availability of adequate staff within the context of operational demands and environmental and resource constraints.
  • Liaises and partners with other community based services and departments, as necessary to ensure provision of timely and quality care for clients. Works in partnership with Health Authorities, Mental Health and Addiction Services, the Courts, Probation Services, Correctional Centres, and all other community stakeholders.
  • Evaluates individual and team performance. Implements effective performance development and performance management processes in an interdisciplinary team environment.  Oversees all aspects of human resource management within the portfolio including investigating work and staff issues, initiating disciplinary action up to and including termination, administration of policies and procedures, implementation of corporate initiatives, programs and services. Supports clarity of roles, adherence to accreditation and practice standards and safe delivery of services/care.
  • Participates in labour relations, including the grievance process and essential services planning. Monitors requests for overtime, vacation, leaves of absences, and sick time.
  • Monitors quality outcomes, and assists in the development of methodologies, quality indicators, and evidence-based outcomes in collaboration with the Director, Regional Clinics, and Quality Improvement team. Assists with Accreditation / Audit activities, and oversees risk management activities.
  • Develops the program budget to complement strategic directions within existing fiscal constraints and uses utilization methods to monitor and adhere to allocated budget. Manages specific assigned cost centres. Develops effective and efficient practices and processes to measure use of resources and the quality of care rendered within the allocated budget.
  • Oversees and manages contracts in regards to contracted staff members.
  • Assists in the identification and planning of education sessions. Facilitates the development and implementation of orientation programs for new staff. Coordinates the placement and supervision of student practicums.
  • In consultation with Regional Director, provides leadership in investigating and reporting serious client/patient incidents. Reviews and follows-up incident reports by sharing outcomes and subsequent practice changes with program staff by sharing outcomes and subsequent practice changes to program staff.
  • Investigates sentinel/emergent events and/or complaints or concerns. Provides follow-up responses as appropriate. Ensures the accurate and timely release of information to other agencies or parties in accordance with relevant legislation and organizational policies.
  • Maintains a preventative maintenance program and adherence to OH&S standards and programs to ensure that the work environment and all equipment are. Reviews and follows-up incident reports, both patient/family and staff, by sharing outcomes and subsequent practice changes with program staff by liaising with Employee Wellness & Safety.
  • Provides leadership to internal committees and work groups.  Participates as a member of various committees as assigned.

Qualifications:

  • A level of education, training and experience equivalent to a Bachelor’s Degree in a related health profession from an accredited University.
  • Current practicing registration with a relevant professional association.
  • Minimum of seven (7) years recent related clinical experience including two (2) years working in a managerial/leadership capacity in a clinical setting.
  • Strong skills in operations management.
  • Demonstrated ability to lead teams and to promote teamwork.
  • Ability to prioritize and manage multiple tasks/projects.
  • Demonstrated understanding and experience of quality assurance process, operational planning and program development.
  • Demonstrated ability, both written and oral, to communicate effectively with patients/families and staff.
