Job Summary

Salary Range: $108,147-$155,461/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
Job Summary:

As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Provincial Director, Emergency Care BC (ECBC), the Senior Leader, Provincial Education, is a leader, an innovator, knowledge translator and change agent accountable for promoting excellence in emergency clinical education. The scope of practice of the Senior Leader is broad and complex working within and across clinical programs at the assigned agencies to provide education leadership for the planning, coordination, delivery and evaluation of education programs that advance emergency practice and policy to promote quality care for people across the lifespan requiring emergency care in BC. This work will occur in collaboration with internal and external partners including but not limited to: the Ministry of Health (MoH), health authority partners, provincial non-profit partners, peer supports and community organizations. The Senior Leader is responsible to facilitate key initiatives outlined in the MoH and PHSA, and Emergency Care BC Strategy, including the integration of new evidence into provider practices, enhancing workforce stabilization and sustainment, and developing provincial standards to improve the quality of care. This role provides leadership to advance emergency education practice and ensure that education programs and practices are evidence-based, high-quality and supported by available technologies and resources. The position supports overall clinical education in a range of clinical settings around the province. A significant focus is on multi-disciplinary clinical education in specialized areas of care. The Senior Leader works with managers to integrate patient and family education competencies in the competency framework for staff orientation and development.
Duties/Accountabilities:
- Provides education leadership, consultation, guidance and support to clinical educators from across BC, particularly those focused on the designated area, on learning needs assessments, curriculum design, materials development, individualized learning strategies, teaching techniques, strategies for on-the-job support of newly hired staff and evaluation of education effectiveness.
- Works collaboratively with provincial program leaders, and educators to identify program clinical education needs and priorities, and individually or as leader of a team, plans, implements and evaluates strategies to meet those needs.
- Leads the development, implementation and maintenance of competency-based learning models for orientation and continuing education of staff, integrating these with professional practice standards and the performance management process.
- Responsible for assuring the development and updating of resources to support such education in order to assure staff competency and development.
- Contributes to the overall leadership of provincial knowledge implementation as a senior member of the team by fostering a climate of continuous learning, participating in the identification of implementation goals and objectives and recommending new initiatives to the Provincial Director.
- Collaborates with the Provincial Director and other members of ECBC by providing information regarding current clinical issues and priorities, proposing recommendations which will advance education in a manner consistent with the overall strategic direction of ECBC as well as current priorities.
- Provides leadership to clinical educators across the Health Authority boundaries through coaching, guiding and modeling key behaviors/strategies, encouraging dialogue and problem solving and providing guidance and advice to facilitate resolutions to education issues.
- Provides consultation to the clinical programs throughout BC regarding clinical education needs and issues to promote quality clinical education practice and staff development.
- Collaborate with regional partners to ensure educational content aligns with local needs while maintaining consistency with provincial strategies, clinical policies, and standards, while adapting resources to meet the specific needs of diverse healthcare settings across the province, ensuring equitable access to content for all providers.
- Create strategic business cases for new educational programs and funding proposals, while assisting with budgeting and resource planning for education-related programs in collaboration with the provincial director. Pursues formal relationships (including qualifying for joint academic appointments) with academic programs in university or college settings, with professional associations, and with other organizations. Provides support for the development of outreach education initiatives or conferences aligned with organizational, provincial, and program priorities. Teaches, facilitates and coordinates outreach programs.
- Furthers the goals of training implementation and the agency with active participation at meetings and forums that address professional practice and clinical education issues.
- Maintains and shares knowledge of current trends in education, health care and/or the designated area by reviewing literature, attending relevant conferences/continuing education, liaising with external organizations and members of professional associations, staff, and colleagues, and keeping abreast of educational technologies and applications.
- Represents ECBC on external committees and with external bodies. Participates in internal, local, provincial and national committees/projects on an ongoing basis.
- Researches evidence informed and leading practices in education and integrates evidence informed models from other organizations, as appropriate, related to clinical education.
- Performs other related professional duties as required.
Qualifications:
- Master’s Degree in Education (Adult Education, Education Leadership) or an applicable health discipline (with education focus) with 5 years of solid education experience after completion of a BScN. Or equivalent program supplemented by 3-5 years of progressively more senior experience in education program planning and delivery in a health care setting. Specific knowledge and experience in emergency services.
- Demonstrated skills and abilities as follows: Ability to design, develop and implement: learning needs assessments, curriculum, learning materials, a broad repertoire of teaching techniques, practice integration strategies, and evaluation plans. Ability to coach others on how to design, develop and implement: learning needs assessments, curriculum, learning materials, a broad repertoire of teaching techniques, and evaluation plans.
- Project planning and management skills, ability to manage several projects concurrently.
- Ability to lead and guide experienced staff in education matters and speak to clinical education issues with senior staff and PHSA executives.
- Facilitation of cross-program priority and goal setting, coordinated and collaborative planning and implementation.
- Innovation and flexibility in the design and delivery of education supporting the use of a variety of delivery formats including distance delivery technologies.
