Job Summary

Payroll Lead, BC Health Workday

As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

 

The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.

 

Reporting to the Manager, Business Function Products, the Payroll Lead is responsible for providing leadership within their assigned functional area for implementation of the new BC Health Workday program. The Lead works with leaders and teams at all levels to support the required deliverables of implementation lifecycle (discovery, configuration, testing, deployment, and documenting process for post go-live support) related to the respective subject matter assigned. The role is responsible and accountable for leading, directing, and coordinating current core HR processes, policies, workflows and mapping and can articulate what is required to achieve the future state of BC Health Workday program.

 

Key Accountabilities

  • Accountable for the subject matter functional area assigned for best practice, configuration, and integrations of current and future state. Leads the end-to end design, configuration, and validation of the Workday module within the designated functional area, ensuring alignment with standardization of processes, policies, and operational goals.
  • Works with a cross-functional project team to provide leadership in the subject matter assigned and ensures deliverables of requirements and mapping are of high quality.
  • Leads the gathering, validation, documenting, identification of business requirements within the designated functional area; leads functional design discussions and escalates decision points to project governance as required.
  • Supports the development of a testing plan and leads in testing requirements, configurations and functional requirements and develops solutions on respective subject matter assigned. Develops test scenarios and cases to validate workflows; oversees timely and successful execution of testing activities.
  • Works collaboratively with internal implementation teams; liaises with key support areas and partners to ensure critical initiative implementation outcomes are achieved and facilitates resolution of any barriers to progress and success.
  • Provides guidance, as needed, through the various phases of implementation, ie. Build, test, and training phases of a project; supports team in troubleshooting; provides pre- and post-implementation support as required.
  • Develops training materials within the designated functional area, reviews training content for accuracy, and supports readiness activities to ensure end users are equipped to adopt new functionality.
  • Collaborates with the other Functional Leads during configuration stage of the project to and participates in knowledge transfer to ensure project resources are self-sufficient post implementation.
  • Participates in meetings and committees as required, representing the needs and requirements of the designated functional area to support BC Health Workday program implementation.

 

Qualifications:

  • A level of education, training, and experience equivalent to a Bachelor’s degree in Business, Human Resources, Information Systems or related field, plus a minimum of five to seven (5 - 7) year’s recent, related experience in HR, including experience in a complex health organization.
  • Proven ability to work collaboratively with leaders at a strategic level and provide leadership in the development of functional skills in others through active knowledge sharing.
  • Proven experience in requirement gathering, gap analysis, documenting design, test planning.
  • Analytical skills to translate data into action, complemented by program planning and management experience.
  • Advanced knowledge of HR business practices, workflow analysis, business systems design, and process re-engineering. Demonstrated ability to handle multiple priorities effectively and efficiently.
  • Provide ability to write, analyze and understand project plans, proposals for accuracy and consistency.
