Employee Mapping & Governance Lead, BC Health Workday
In accordance with the Purpose, Vision, Values and Coast Salish Teachings, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.
Reporting to the Manager, Job Architecture, Compensation & Benefits, the Employee Mapping and Governance Lead is responsible for leading, directing, and serving as the designated subject matter expert for reviewing, validating, and finalizing job mapping decisions within the Health Organization. The role is responsible for ensuring that job mapping decisions are made within the defined governance model and are in alignment with the standardized Job Architecture framework, existing HR programs, Collective Agreements, and BC Health Workday configuration.
Key Accountabilities
- Serves as the designated authority for reviewing, validating, and finalizing job mapping decisions within the Health Organizations, ensuring alignment with the standardized Job Architecture framework and Workday configuration.
- Engages relevant partners across departments such as Labour Relations, Compensation, Talent Management, to gather input, validate mapping decisions, and confirm alignment with existing HR programs and collective agreements.
- Manages and completes offline job mapping validations in accordance with the project plan, including resolution of “parking lot” items and outstanding decisions.
- Ensures accurate application of Collective Agreements; applies detailed knowledge of applicable union agreements to job mapping decisions, ensuring compliance and surfacing areas requiring escalation of further analysis.
- Coordinates with other Employee Mapping and Governance Leads across Health Organizations to ensure consistency, share lessons learned, and support escalations of decisions through the established governance structure.
- Develops documentation for job mapping processes and decision-making guidelines for handover to Health Organizations and participates in knowledge transfer to ensure Health Organizations are self-sufficient post implementation.
- Participates in meetings and committees as required as a subject matter expert in job architecture to support BC Health Workday implementation.
Qualifications
- A level of education, training, and experience equivalent to a Bachelor’s degree in Human Resources or a related field, plus five to seven (5 - 7) year’s recent, related experience in a similar role within a unionized environment.
- Solid understanding of human resources, compensation and classification framework, as well as knowledge of and experience in non-contract and bargaining unit classification and work and structure design.
- Proven ability to precisely interpret project policies, guidelines, procedures and collective agreement requirements, and a demonstrated ability to consistently apply expertise in job design techniques and industry job evaluation systems.
- Strong communication skills, including the ability to influence decision-making, persuade others, and to facilitate consensus to conclude an issue or a process.
- Excellent organizational skills including the ability to prioritize workload to meet deadlines and be results orientated.
- Highly developed analytical, critical and systems thinking. Demonstrated ability to effectively communicate ideas and concepts, and to prepare succinct and accurate correspondence and reports.
- Ability to deal effectively with all levels of staff.
- Ability to use related equipment including HR information systems, word processing, spreadsheet, database and internet tools.
