Manager, Business Function Products, BC Health Workday
In accordance with the Purpose, Vision, Values and Coast Salish Teachings, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.
Reporting to the Director, Business Function Products, the Manager will be responsible for their designated functionality / portfolio and ensuring that requirements for all the province’s health organizations are met within the new BC Health Workday solution. This role will require close collaboration with partners across British Columbia's health organizations to design, test and roll out this functionality during the system deployment and go-live. Leading a team of experienced HCM professionals, the Manager will have extensive Human Resource Information Systems (HRIS) knowledge and a strong understanding of operational environments and processes within the healthcare industry. This role requires exceptional client relationship and partnership management skills, with a focus on building consensus and facilitating collaboration across all levels of the organization. The Manager will provide strategic leadership through high-level discussions, project presentations, and cross-organizational decision-making, while also acting as a hands-on problem-solver for operational challenges. The Manager will be instrumental in driving the success of the BC Health Workday solution, in partnership with the operational HCM leadership across the province.
Key Accountabilities:
- Oversees the end-to-end configuration, testing, and deployment of the designated functionality / portfolio within the provincial BC Health Workday system, ensuring processes and system configurations are in alignment with Collective Agreements, partners, legislative requirements, and organizational policies.
- Partners with cross-functional teams and stakeholders to capture evolving operational and strategic needs, translating them into prioritized system enhancements. Ensures that all changes to Workday capabilities are designed and implemented in alignment with organizational objectives, operational requirements, and long-term scalability.
- Establishes and manages design standards, and configuration guidelines to ensure functional integrity, consistency, and scalability within the designated Workday functionality / portfolio.
- Leads and mentors a team of functional subject matter experts, fostering a collaborative, high performance environment focused on delivering value to the organization.
- Monitors and manages data integrity, business processes, and security configurations within the Workday platform to ensure consistency, accuracy, and alignment with organizational policies, employment standards, healthcare-specific operational practices, privacy regulations, and compliance requirements.
- Identifies opportunities to improve user experience, streamline business processes, and enhance HR system functionality through upgrades and configuration changes, while assessing and managing risks and issues related to the designated functionality / portfolio. Track progress against timelines, escalating concerns as needed to ensure timely delivery.
- Contributes to change management planning and execution by providing subject matter expertise, input into communication strategies, and support for training initiatives, and the development of training materials and job aids to facilitate end-user adoption and effective use of the provincial BC Health Workday system.
- Defines and monitors success metrics for the designated functionality/portfolio, including user adoption rates, process efficiency improvements, compliance with collective agreements, and reduction in system-related issues post-go-live.
- Identifies opportunities to harness benefits from future state business processes. Works closely with the Program Benefits Realization Lead to identify and harvest specific, measurable benefits through the consistent use and adoption of the Workday across BC Health.
Qualifications:
- A level of education, training, and experience equivalent to a Bachelor’s degree in Data Science, Business Intelligence, Business Administration, Human Resources, Information Systems, or a related field with a minimum of 5-7 years of progressively responsible experience in system implementation within the designated area of functionality / portfolio, preferably in large, unionized and/or public sector.
- Demonstrated expertise in Workday reporting / configuration and deployment within the designated area of functionality / portfolio, including business process configuration, integrations, testing and compliance features. Certification in Workday HCM or related modules is an asset.
- Proven experience managing and developing HRIS or technical teams, with a focus on collaborative problem-solving, capacity building, and effective workload prioritization in a high-demand environment.
- Strong interpersonal and communication skills, with the ability to build relationships, engage diverse stakeholders, and translate business needs into system solutions across multiple organizations.
- Ability to analyze complex system issues, identify root causes, and implement effective solutions. Skilled in using data to support decision-making and improve service delivery.
- Solid understanding of HR operational processes, complex payroll models, role-based access controls, service centre models, and how technology supports employee and manager experience. Experience working in healthcare or unionized environments is considered an asset.
- Excellent interpersonal, communication, and facilitation skills, with a demonstrated ability to collaborate effectively with diverse stakeholders, including HR, Finance, IT, and operational leaders at both organizational and provincial levels.
