Indigenous First Responder Services Manager

BCEHS is seeking a First Responder Services Manager who deeply understands the complex realities of our healthcare systems, particularly the challenges faced by Indigenous Peoples. This First Responder Services Manager must possess the resilience and self-awareness necessary to navigate these challenges while maintaining a commitment to self-care and centering relational practice. We are looking for someone who can work effectively in a demanding environment, fostering strong relationships and connections, and who embodies the strength, wisdom, and compassion needed to drive meaningful change. This person will also draw on their lived experiences and collaboration skills to uplift the lived experiences and Indigenous voices from communities across the province to increase access to pre-hospital emergency care and to ensure it is implemented in a way that aligns with community needs.
Job Summary:
As the Indigenous First Responder Services Manager, you will lead a portfolio focused on operational and administrative management of the BCEHS Indigenous First Responder program. In this key leadership role, the Manager is accountable for initiating and actioning service level agreements with appropriate regional associations, facilitating FR meetings across the Province, and collaborating with other BCEHS programs to support capacity building in community as requested.
Your role will be crucial in advancing BCEHS’s North Star Vision to eradicate Indigenous-specific racism and discrimination and embed cultural safety and humility. You will drive the BCEHS community engagement process with Indigenous communities with respect to pre-hospital emergency care.
You will review and advise on Indigenous-specific anti-racism policies and strategies, support the identification and dismantling of systemic barriers, foster a culturally safe environment, and ensure that Indigenous perspectives and values are central to all community engagement practices, while modeling the six Coast Salish Teachings: truth, good medicine, we are one, open your hearts and minds, make up your mind to be strong, and do your best.
Reporting to the Senior Director, Indigenous Health the Indigenous, First Responder (FR) Services Manager is responsible for the operational and administrative management of the BCEHS Indigenous FR program. The Manager works closely with First Nations communities, Municipalities, Regional Districts, Improvement Districts, and Cities throughout the province which will also include working with Local Government’s FR agencies. This will include considerable travel to rural/remote locations to assist small communities with establishing a FR program and increasing their capability with respect to pre-hospital emergency care.
Duties/Accountabilities:
Advance Community Engagement Response Capacity
- Provide operational and administrative leadership for the Indigenous First Responder Program in partnership with other BCEHS departments. Support First Nations communities in either creating a First Responder program or providing guidance on enhancing local emergency response capacity through program development, technical guidance, education, and ongoing operational support.
Lead Provincial Operations and Service Delivery
- Develop and maintain service agreements, collaborative partnerships and operational relationships with First Nations Communities, FNHA, local governments, regional districts, emergency response organizations and other key partners to support delivery of First Responder services across British Columbia.
- Act as a liaison between BCEHS, First Nations Communities, the BC Fire Chiefs Association and other identified provincial partners to identify opportunities for collaboration, address current and emerging issues, and advanced shared priorities related to emergency response and pre-hospital care.
Lead Program Operations and Administration
- Provide operational leadership for the Indigenous First Responder Services program , including collaboration and review of relevant policies and procedures, standards and service agreements in accordance with the applicable legislation, organizational priorities and operational requirements.
- Maintain ongoing engagement with First Responder agencies throughout British Columbia, supporting compliance with BCEHS programing requirements, included Consent and Indemnity Agreements, and ensuring effective communication regarding program expectations, emerging issues and operational changes.
- Ensure fiscal and programming resources and aligned with program objectives and organizational priorities.
Advance Indigenous Health Priorities
- Support the advancement of Indigenous health priorities within the Indigenous First Responder Program by fostering respectful partnerships with First Nations communities and ensuring services are informed by community priorities, strengths, and lived experiences.
- Ensure legislative obligations, provincial commitments, and organizational priorities related to Indigenous health, reconciliation, and Indigenous-specific anti-racism are reflected in program planning, activities, partnerships, policies, procedures, and service delivery.
Foster Innovation and System Improvement
- Identify opportunities to enhance pre-hospital emergency response services through pilot projects, quality improvement initiatives, and strategic partnerships that strengthen pre-hospital emergency response capacity in First Nations communities.
- Collaborate with BCEHS Dispatch, operational leaders, and community partners to support consistency in dispatch protocols, and service delivery across the province.
Support Learning, Cultural Safety, and Reconciliation
- Support team members in their ongoing ISAR learning journey and contribute to a workplace culture that advances Indigenous anti-racism, Cultural Safety, humility, and continuous quality improvement.
- Facilitate regional and provincial engagement opportunities to understand community priorities, identify emerging issues, and support continuous program improvement.
Qualifications:
- A level of education, training, and experience equivalent to a Bachelor’s Degree in Health, Business Administration or relevant health care discipline, and five (5) years of full-time operational management experience in EMS or equivalent experience and a demonstrated track record of effective leadership.
- Functional knowledge of BCEHS and EMS systems.
- Demonstrated ability to integrate organizational goals and values to make valid evidence based decisions.
- Demonstrated ability to build positive working relationships with other senior level emergency service provider officials, healthcare partners, and private sector and public interest agencies.
- Thorough knowledge of the function and operation of all levels of government.
- Thorough knowledge of Emergency and Health Services Act and its relationship to the FR Program.
- Thorough knowledge of the British Columbia Emergency Health Services FR program.
- Demonstrated knowledge and experience with First Nations and knowledge of cultural traditions and practices.
- Strong background related to the volunteer, composite and career fire departments throughout the province.
- Considerable knowledge of the operation of British Columbia Ambulance Service.
- Self-motivated and works with little or no direct supervision.
- Ability to communicate and understand oral and written communication.
- Ability to establish and maintain strong effective working relationships all organization that pertain to the FR program.
- Ability to react calmly and effectively at all times when representing the BCEHS.

Typical Hiring Range: $108,147 - $141,943
The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
