Salary Range: $108,147-$155,461/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
Job Summary:
In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies/Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Executive Director, Strategic Planning and Implementation, the First Responder (FR) Services Manager & First Nations Liaison is responsible for the operational and administrative management of the BCEHS FR program. The Manager deals closely with Municipalities, Regional Districts, Improvement Districts, and Cities throughout the province which will also include working with Local Government’s FR agencies and First Nations communities. This will include considerable travel to rural/remote locations to assist small communities with establishing a FR program and increasing their capability with respect to pre-hospital emergency care. In this key leadership role, the Manager oversees a team providing direct support to FR agencies.
Duties/Accountabilities:
- Responsible for operational and administrative management of the BCEHS FR Program, and oversees team providing direct support to FR agencies. Acts as a liaison with various agencies, including Regional Districts, Mayors and Councils, BC Regional District Emergency/Protective Services, First Nations Health Authority Regional Leads, to help them to understand the benefits an FR program would be in their area. Travels extensively throughout the province to meet/instruct FR agencies and look for opportunities to establish new FR agencies in remote areas.
- Works strategically with First Nations’ Emergency Services to establish FRs in rural and remote communities. Provides financial, technical, and educational support to FRs in order to support First Nations communities with pre-hospital emergency care for their members.
- Negotiates service level agreements with FR Operations, First Nations Communities and local government authorities regarding FRs, such as equipment and supply replenishment. Develops related policies, procedures, and standards.
- Develops and maintains of a list of active FR agencies within BC, communicates regularly with the FR agencies, First Nations Health Authority and First Nations communities with regards to the legal requirements of the BCEHS Consent and Indemnity Agreement for the delivery of pre-hospital care, and develops procedural guidelines for FR Agencies and personnel.
- Develops and implements educational programs for FR Agencies, with BCAS personnel as instructors who are able to deliver the full FR course to rural remote communities, ensures high quality and lower educational costs. Collaborates with BCAS clinical education to ensure FR protocols align with BCAS protocols and collaborates with the FR educational providers on protocols differences, such as exams process, etc. Coordinates financial assistance for instructor/evaluator courses, such as reimbursement for training provided by Red Cross, throughout the province.
- Facilitates all regional FR meetings throughout the province to ensure up to date understanding of issues/concerns FR agencies are facing and relay that information back to BCEHS. Attends BC Fire Chiefs Association (BCFCA) board meetings, and collaborates with BCFCA on problems arising within the FR program.
- Responds to the EMA-Licensing Board on a variety of issues such as license extensions, disciplinary action against FR license holders, and educational providers.
- Facilitates FR pilot projects.
- Ensures consistency of all dispatch protocols throughout the province by collaborating with BCAS Dispatch, Executive Directors and new FR Agencies.
Qualifications:
- A level of education, training, and experience equivalent to a Bachelor’s Degree in Health, Business Administration or relevant health care discipline, and five (5) years of full-time operational management experience in EMS or equivalent experience and a demonstrated track record of effective leadership.
- Functional knowledge of BCEHS and EMS systems.
- Demonstrated ability to integrate organizational goals and values to make valid evidence based decisions.
- Demonstrated ability to build positive working relationships with other senior level emergency service provider officials, healthcare partners, and private sector and public interest agencies.
- Thorough knowledge of the function and operation of all levels of government.
- Thorough knowledge of Emergency and Health Services Act and its relationship to the FR Program.
- Thorough knowledge of the British Columbia Emergency Health Services FR program.
- Demonstrated knowledge and experience with First Nations and knowledge of cultural traditions and practices.
- Strong background related to the volunteer, composite and career fire departments throughout the province.
- Considerable knowledge of the operation of British Columbia Ambulance Service.
- Self-motivated and works with little or no direct supervision.
- Ability to communicate and understand oral and written communication.
- Ability to establish and maintain strong effective working relationships all organization that pertain to the FR program.
- Ability to react calmly and effectively at all times when representing the BCEHS.
