Job Summary

Salary Range: $63,484-$91,259/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.


Job Summary:

In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Executive Director of the Women’s Health Research Institute, the Research Data Analyst, Perinatal Data Registry manages research requests for BC Perinatal Registry data by providing researchers with access to unlinked data while ensuring the privacy, confidentiality and efficient data access are met.  The Analyst performs a variety of duties in the coordination of data access including assisting researchers with application documents, data preparation, analysis and data output processes.  The scope of work includes liaison with researchers and research institutions, adherence to appropriate privacy and confidentiality policies, monitoring compliance of research and data agreements, and tracking and monitoring research activities stemming from the use of data from Perinatal Services BC (PSBC).  The Analyst plays an important liaison role in communicating with research personnel to facilitate the data requests process

Duties/Accountabilities:

  • Establishes processes for the receipt, documentation, tracking, investigation and follow-up of research data requests to ensure the timely processing of applications.
  • Manages internal and external research requests for BC Perinatal Registry data by reviewing and evaluating requests, determining eligibility, identifying implications of research requests, and consulting with PHSA Privacy Office as directed to ensure compliance with Registry policies.  
  • Assists with unlinked research data access requests by responding to initial project inquiries and consultations, and reviewing preliminary and completed application packages to ensure information meets requirements.
  • Monitors research data preparation and release, project tracking and maintenance, and project closure and data destruction through regular communication with investigators to ensure adherence to Registry policies.
  • Liaises with researchers and research institutions, including universities, data repositories, health authorities and privacy offices, to address questions or process issues.
  • Coordinates internally and externally with researchers and research stakeholders prioritize research data extracts, ensuring they are executed according to approved ethics and research agreements.
  • Provide regular reporting on unlinked research data requests by analyzing and summarizing metrics for annual review.
  • Monitors the cost recovery process, privacy adherence and data retention expiry dates and initiates actions where appropriate to enforce compliance with research agreements.  Transmits data via secure method to requestors/researchers as required by Perinatal Services BC guidelines.  
  • Performs other related duties as required.

Qualifications:

  • A level of education, training and experience equivalent to a Bachelor degree in Science or Health Information Sciences and a minimum of three (3) years related recent experience in research coordination (maternal-child preferred).
  • Experience with data management, research ethics board, experience with protection of personal health information and privacy requirements as well as solid understanding of study design and statistics preferred.
  • Completion of the Information Access and Protection of Privacy Certificate Program an asset.
  • Thorough knowledge of research design, procedures, guidelines and standards governing research including the British Columbia Freedom of Information and Protection of Privacy Act required.  
  • Demonstrated excellent verbal and written communication, interpersonal and organizational skills.  
  • Experience with administrative and/or clinical datasets.  
  • Proficiency with software such as Microsoft Office.  
  • Ability to participate in professional development activities related to the position.  
  • Ability to work in a fast-paced environment.  
  • Strong attention to detail and effective problem-solving skills.
