Job Summary

Salary Range: $90,770-$130,481/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.


Job Summary:

As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The Provincial Health Services Authority (PHSA) plans, manages and evaluates selected specialty and province-wide health care services across BC, working with the five geographic health organizations to deliver province-wide solutions that improve the health of people living in BC. PHSA embodies values that reflect a commitment to excellence.

The Freedom of Information (FOI) Officer acts as the subject matter expert within PHSA regarding the interpretation and application of the Freedom of Information and Protection of Privacy Act. In addition to providing recommendations on FOI policy, procedure and best practices, the FOI Officer plans, organizes, manages and reviews a large caseload of FOI requests.

This position is an integral member of the FOI Office and requires close working relationships with internal and external partners such as PHSA Legal Services, the regional health organizations, and the Ministry of Health.

Duties/Accountabilities:

  • Provides authoritative advice and guides PHSA program areas regarding FOI policy, procedures, and best practices.
  • Mentors and coaches’ junior members of the FOI team. Provides training and education internally and to other PHSA program areas on FOI procedures and best practices.
  • Develops and maintains strategic relationships with PHSA program areas, external partners and other vested parties.
  • Monitors and prepares performance metrics to ensure FOI requests are responded to on-time or early, meeting vested partner needs and responding to shifting priorities and workload demands.
  • Handles high caseload of complex FOI requests that have unclear risks or harm factors, are high-profile, span multiple health organizations and public bodies, involve multiple partners and are subject to scrutiny by applicants.
  • Maintains current knowledge of FOI laws, policies and procedures. Monitors changes in legislation and provides information regarding the implication of changes to PHSA to ensure organizational adaptation and compliance.
  • Prepares reports and briefs leadership on controversial and complex FOI matters.
  • Reviews FOI requests prepared by team members for quality and consistency.
  • Performs other related duties as required.

Qualifications:

  • A level of education, training, and experience equivalent to a master’s degree of Information Management, Public Administration, or related discipline and five (5) to seven (7) years of experience in interpreting and applying access to information legislation, policy, and procedures, preferably within the healthcare environment.
  • Completion of the Information Access and Protection of Privacy Certificate Program is an asset.
  • Excellent written and verbal communication skills.  
  • Proficiency with MS Office tools (Word, Excel, PowerPoint).
  • Excellent attention to detail, investigative, organizational and analytical skills.
  • Demonstrated ability to manage a large caseload with competing deadlines.
  • Extensive experience and knowledge of British Columbia’s Freedom of Information and Protection of Privacy Act.
