The Director, Accounts Payable oversees the PHSA, VCH and PHC Accounts Payable portfolio and reports to the Provincial Director, Accounts Payable. The Director is accountable for the timely and accurate payment of accounts and compliance with federal/provincial tax regulations and plays a key role in the provision of expert commodity tax reporting, analysis and standardization for the accounts payable operations. The role oversees a team of accounts payable staff and is responsible for the strategic and operational planning as well as development, standardization, implementation and evaluation of the Accounts Payable function of PHSA and VCH-PHC health organizations to ensure the effective and efficient delivery of accounts payable services.
Working closely with leaders at all levels across the organizations serviced by PHSA, the role is responsible for the completeness, accuracy and validity of all expenditure transactions comply with policies, procedures and internal controls and satisfy associated internal/external reporting requirements. The Director is charged with organizing goals and objectives and interpreting policy directives to ensure that financial management practices meet formal audit requirements and public scrutiny and as a primary client interface, strives to build and expand on the Accounts Payable Shared Services image and brand.
What you’ll do
Provide leadership to the PHSA VCH-PHC Accounts Payable team and from other teams, designated operational leaders, physicians, and project consultants/staff through collaborative coaching, guiding and modeling key behaviours and strategies, encouraging dialogue and providing guidance and advice to facilitate resolutions to work issues. Implement effective performance development and performance management processes. Identify staff development opportunities to build team capabilities, and strives for optimal talent deployment within the team.
Oversee all aspects of human resource (HR) management within the portfolio, in partnership with HR, including investigating work and staff issues, initiating disciplinary action up to and including termination, administration of policies and procedures, implementation of corporate initiatives, programs and services. Participate in labour relations, including the grievance process and essential services planning. Monitor and approve requests for overtime, vacation, leaves of absences, and sick time.
Engage with internal and external auditors in relation to operational and financial audits as well as specific investigations. Respond to audit findings and recommendations and is accountable for implementing changes in processes and controls agreed to by management.
Develop annual operating and capital budgets for the department and ensures expenditures are within established parameters. Ensure the organization is recognized by clients for a standardized approach, quality, cost-effectiveness and timeliness of its services.
Prepare monthly management reports, including key performance indicators, for review and presentation to Finance leaders across the customer base. Evaluate processes and recommends methods to improve efficiency and strengthen controls. Provide leadership in identifying and defining Accounts Payable opportunities and develop business cases to support appropriate action.
Establish procedures and control and contribute to Accounts Payable related policies. Assure that processes and controls are adjusted to reflect new or changing risks or operational deficiencies by updating/developing policies and guidelines as required. Ensure compliance and performance to Accounts Payable's internal controls and ensures accruals are properly stated. Assure compliance to provincial, federal and non-resident tax legislations through regular monitoring, review and sign-off of periodic and annual reconciliations/remittance filings.
Build strong relationships with key finance stakeholders both within PHSA and across the customer base in a shared service environment. Represent Accounts Payable on internal and external task forces and committees in place of the Provincial Director and as required.
Represent Accounts Payable and provide strategic subject matter expertise to, and collaborate with, internal and external stakeholders to improve processes to ensure timely and accurate processing of transactions.

Qualifications
A recognized Chartered Professional Accountant (CPA) with a minimum of (7) years of recent, related experience in a progressively more senior management/leadership role, including direct supervisory experience in a shared Accounts Payable services environment within a large complex multi-site organization.
Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Accounts Payable contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.
