In addition to the general responsibilities of the Senior Clinical Applications Analyst role, this position provides specialized support for the design, development, implementation, monitoring, and sustainment of healthcare system integrations and interfaces within the Cerner Electronic Medical Record (EMR) environment. Responsibilities include analyzing interface requirements; designing, building, testing, and deploying HL7 v2.x interfaces (including ADT, ORM, ORU, MDM, and SIU message types); performing data mapping and transformation activities; monitoring production interfaces and resolving interface-related incidents; and ensuring data integrity, reliability, and compliance with healthcare information standards. The role works collaboratively with clinical, operational, and technical teams including System Engineers and integration engine (BizTalk) support teams to support integration initiatives, upgrades, testing, and go-live activities. The successful candidate will demonstrate strong analytical and troubleshooting abilities, a solid understanding of interface architecture, HL7 messaging standards, SQL and relational databases, and experience working within Agile project environments utilizing tools such as Jira and Confluence.

 

This position functions within a clinical applications environment with a strong focus on healthcare system integration and interface support for the Cerner EMR. The role works closely with clinical, operational, and technical stakeholders to support the analysis, design, and sustainment of system-to-system integrations that enable the exchange of clinical and administrative data across the organization. This includes working with structured healthcare messaging standards (such as HL7 v2.x), supporting data flow between clinical and ancillary systems, and ensuring the accuracy, integrity, and reliability of information exchanged through integrated platforms. The position requires the ability to understand complex data flows, support troubleshooting of system interactions in both production and non-production environments, and collaborate with technical teams involved in interface engine configuration, system design, and application support. Familiarity with relational data concepts and structured query languages supports analysis, validation, and issue resolution within integrated clinical systems.


What you’ll do 

  • Lead or conduct process analysis groups and/or feasibility studies with end users and vendors to identify and evaluate user requirements. Develop alternatives and recommendations including scope and implications of applying new or existing functionality and processes to the clinical domain.
  • Develop and/or assist in the development of project charters, business cases, work plans, task sequencing and time schedules. 
  • Develop project plans, resource requirements, timelines and cost estimates from feasibility through handoff to sustainment.
  • Lead small teams, including IMIS staff, other PHC staff or vendor personnel and coordinate the resources on project initiatives and operational sustainment tasks.
  • Oversee and provide work direction to assigned resources by assigning tasks, setting priorities and re-assigning work when necessary.
  • Work with the relevant Leader to ensure that staff have adequate training to perform their duties and develop their skills.
  • Mentor more junior staff in techniques of project co-ordination, workflow analysis, application design, testing, implementation and training.
  • Develop and/or assist in the preparation of RFI/RFP documentation and participate in vendor evaluation and selection.
  • Use change management principles by working collaboratively with users in defining, implementing and documenting changes in user processes; testing and implementation plans; and detailed documentation of application setup and usage.
  • Ensure development, documentation and execution of test plans including unit, end to end, integration and volume testing.
  • Work collaboratively with Training & Support personnel in the development of training and user orientation strategies; training materials; quick reference manuals and training delivery.
  • Develop communication strategies and materials for new or changed application implementation.
  • Provide 3rd Level end user application support including troubleshooting, identifying options and implementing appropriate solutions; maintain communication with end users and IT staff; document incidents, new user orientation programs and provide remedial education.
  • Provide input to the development of policies and procedures.
  • Provide backup Team Leadership duties where necessary.

Qualifications

  • University degree in a related clinical information technology field and a minimum of five (5) years related intermediate and senior level experience and exposure to a supervisory role, or an equivalent combination of education and experience acceptable to employer.
  • Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Regional Digital Solutions contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

Core Competencies

  • Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated initiatives in breaking down barriers and ensuring a safe environment ensuring a sense of belonging to all and informed by Indigenous Cultural Safety.
  • Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Skills & Knowledge

  • Knowledge of clinical systems applications and issues related to the implementation and sustainment of computer applications in the clinical environment.
  • Excellent knowledge of hospital operations, clinical processes and health care administration.
  • Conversant with systems analysis and design principles; people management; resource management; project management and related tools; the systems development life cycle methodology and continuous quality improvement techniques.
  • Ability to carry out studies and develop reports on topics such as user requirements and process improvement.
  • Ability to analyze operational problems in the clinical environment; and identify and implement innovative solutions.
  • Experience with operational support structures/procedures and the leadership thereof.
  • Ability to work well with people from many disciplines with varying degrees of clinical and technical experience to present difficult issues and solicit input to resolve complex issues.

Job Type: Regular Full-Time
Salary Range: $76,111 - $109,409. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
