Job Summary

Salary Range: $90,770-$130,481/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

The Cancer System Data Engineer reports to Director or Manager and provides senior technical consultation on work related to the collection, transformation, management and analysis of cancer data. The Cancer System Data Engineer resolves complex issues by analyzing and diagnosing problems, formulating and implementing solutions on issues related to the collection, transformation, management and analysis of cancer system data.
This position supports the monitoring of cancer care and outcomes, and provides information for use in the planning, implementation and evaluation of healthcare strategies and medical care. The Cancer System Data Engineer designs, implements and maintains databases, computer systems and applications as well as providing technical leadership for those aspects to project staff. The role is responsible for the design, development, maintenance, revision and implementation of database infrastructure and tools necessary to monitor and analyze data in support of the translational research and knowledge transfer goals of constituent groups within BC Cancer.
The Cancer System Data Engineer works with executive members, researchers, clinicians, scientists, managers, staff and students at all levels at BC Cancer to foster and grow the capacity for data collection, usage sharing and dissemination. The role communicates with researchers, scientists, clinicians and staff on technical issues related to the collection, transformation and management of data. The position provides consultation and support to staff in the development, usage, interpretation and analysis of cancer-related data. The position contributes to the preparation of applications for funding, technical reports and scientific papers.
Duties/Accountabilities:
- Designs and plans for the BCC application environment, including data pipelines, data entry/capture applications, machine learning enabled applications, database environments and product review. Prepares related technical documentation, project plans, and product roadmaps.
- Designs, develops and maintains interactive websites, data collection, and inquiry applications and standardized reporting.
- Designs, develops and maintains clinical, research and warehouse databases.
- Provides specialized technical consultation on the design, development and maintenance of databases, including clinical and research databases and data-marts.
- Shapes and architects new development projects and creates detailed plans for the integration of existing BCC applications and data sources.
- Evaluates existing and emerging data collection/analysis technology and performs risk/impact analyses in support of the planning of system development, enhancement and maintenance.
- Identifies and provides advice about data limitations and ensures adequate data quality for analytic purposes.
- Identify research opportunities, collect background information and prepare for discussion with scientific, clinical and administrative staff and supervisors.
- Conduct feasibility studies for computerization by determining user requirements, examining and identifying problems with existing systems and recommending modifications to and/or new systems; provides details of estimated implementation costs including associated staffing requirements.
- Participate in the maintenance of computer application systems by performing duties such as responding to system, communications and user problems, investigating problems and taking corrective action using site or vendor approved utilities according to established procedure.
- Monitor implementation of new and revised applications, co-ordinate program testing and take action to correct faults.
- Implement and maintain quality improvement program to ensure services are provided in the most efficient and effective way by performing duties such as monitoring quality and quality of service provided and identifying areas for change and/or improvement. Implements and monitors internal controls to protect the organization’s information and to ensure the accuracy and reliability of information.
- Provide technical leadership and supervision to assigned project staff.
Qualifications:
- A level of education, training, and experience equivalent to master’s degree in computer science, data science, or other related scientific discipline plus a minimum of five years recent, related experience.
- Demonstrated organizational skills. Demonstrated ability to work both independently and as a member of a team.
- Demonstrated ability to communicate effectively, both verbally and in writing.
- Demonstrated ability to work with sensitive information with accuracy.
- Strong oral and written communication skills to collaborate and build relationships.
- Demonstrated ability to work in an intermediate Microsoft Office environment utilizing a wide variety of software including word processing, spreadsheets and databases.
- Prior experience with database design and stored procedures such as SQL server.
- Prior experience with data integration, business intelligence (Eg, PowerBI, R Flex Dashboard) and other reporting tools.
- Prior experience building applications and functions using programming languages such as C++, C# or Python.
- Demonstrated ability to exercise sound judgment in collecting, analyzing and evaluating data from diverse resources and data sources.
- In depth knowledge of laws and guidelines pertaining to security, confidentiality and privacy issues.
- Physical ability to perform the duties of the position.
