Job Summary

Salary Range: $90,770-$130,481/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

 

Role Summary

The Provincial Health Services Authority (PHSA) plans, manages and evaluates selected specialty and province-wide health care services across BC, working with the five geographic health authorities to deliver province-wide solutions that improve the health of people living in BC. Responsible for overseeing the daily operational management and/or maintenance of designated physical plant health site(s) for Provincial Health Services Authority in a manner consistent with industry best practices ensuring a safe and reliable environment for the delivery of healthcare-related services.

 

Key Accountabilities

  • Establishes, develops and implements department goals, objectives and operational requirements consistent with the Organizations’ strategic and operational objectives; reviews current operations and develops appropriate systems and processes to ensure effective and efficient facilities operations for the assigned site (s).
  • Develops and implements the annual operating and capital budget for the assigned site (s); responsible for monitoring expenditures, variance analysis and reporting; takes corrective actions as required.
  • Manages the recruitment, mentoring and professional development of assigned staff and contract employees; supervises designated staff, determines staff schedules, provides work direction and assignment of duties to meet operational requirements; conducts employee performance reviews, coaching session and facilitation of goal setting with the employee; identifies training/educational requirements as needed.
  • Investigates work and/or staff performance issues and initiates disciplinary action up to and including termination; participates in grievance process and other labour relation matters up to and including Step 3 grievances as an Employer representative; participates labour/management meetings and in the essential service designation processes for the assigned sites.
  • Oversees the development and continuous improvement of maintenance programs; applies planning/scheduling techniques and risk-mitigation strategies to ensure effective delivery of preventive, predictive and responsive maintenance; ensures appropriate use of the computerized maintenance management system.
  • Procures and manages the work of external service providers, directly or through subordinate supervisors; determines terms of reference, negotiates and monitors contractual agreements for specialized maintenance, grounds and renovation work, as required.
  • Manages assigned construction, renovation and/or maintenance projects; liaises `with stakeholders and coordinates the activities of staff, consultants, and contractors to ensure project requirements are met and facilities impacts are minimized.
  • Oversees the development and continuous improvement of policies, procedures, and programs in accordance with applicable codes, regulations, and standards; ensures compliance by employees and external service providers; collaborates with, and provides technical and logistical support to the Planning and Projects teams.
  • Develops and maintains key internal/external stakeholder relations and participates on committees as required; develops and prioritizes capital infrastructure renewal plans in consultation with the Executive Director; participates as a member of the Organizations as a subject matter expert within area of expertise.
  • Participates in the development and activation of business continuity plans in cooperation with clinical leadership and Emergency Management.
  • Ensures that facilities are maintained consistent with best practices regarding energy conservation, carbon footprint reduction, LEED certification and other relevant environmental standards.
  • Provides support in specific areas such as infrastructure, technical standards, systems commissioning, contract management, and safety or integrity management, as assigned by the Executive Director.

 

Qualifications

  • Technical preparation at the diploma or certificate level in the field of mechanical or power plant engineering technology. Second class power engineering certificate of competency, 1st. class preferred (BC or InterProvincial CQ); courses in plant or facilities management. Five (5) to seven (7) years' recent, related progressive supervisory and management experience in a large, complex unionized environment
