BCEHS intends to temporarily fill 16 (sixteen) vacancies for Full-time Irregularly Scheduled Travelling Paramedics positions in Kelowna Post.
Purpose
BCEHS is seeking employees interested in Travelling Paramedics positions to help support communities with operational needs across the province. These Travelling Paramedics Positions will allow employees to work two blocks in their assigned post and then travel to assigned communities for a two-block deployment with paid travel, accommodation and per diem for their time deployed outside of their assigned post.
Employees assigned to the TPP will be assigned to Kelowna Post as Irregularly Scheduled Employees (ISE), and will be assigned shifts at their assigned post in accordance with A1.01(i) in the following manner:
a. TPP Employees will be assigned to report on platoon at their primary station in the pre-scheduling phase.
b. After the prescheduling of in-post employees in accordance with E3.09, TPP ISEs will be assigned shifts prior to overtime or as shifts become available.
During the 2-block deployment as a TPP the following scheduling parameters will apply:
- Where at all possible, TPP Positions will be scheduled on platoon on a four-block rotation. Two concurrent blocks will be scheduled in their assigned post filling vacant shifts followed by two concurrent blocks of provincial travel work unless the Parties agree otherwise.
- Four (4) shifts must be followed by a minimum of two (2) days off. Employees can then be scheduled for four (4) shifts again, but this block must be followed by four (4) days off.
- Six (6) shifts in a row must be followed by four days clear.
- In the event an ISE is not assigned sufficient work using a or b above, the balance of the ISE’s schedule will be filled with unpredictable vacancies. To ensure 100% utilization.
- Travelling Paramedics may choose to submit availability to work overtime as part of their deployment.
Please note that you will be deployed to communities based on community and BCEHS needs. Station preferences for deployment are not applicable in this program.
Employees will be provided with a list of TPP priority stations where they could be deployed monthly. The list may be subject to change and will be updated monthly.
Application Process
All applicants who want to take part in the Travelling Paramedic Program (TPP) must apply to the posting and will be considered by seniority when assigning positions.
Eligibility Criteria
Interested employees must meet the following qualifications:
- On-call, post probationary employees
- EMR license or higher
- Satisfactorily completed the Employer’s initial hire probationary period and any orientation to practice requirements.
*On-call, post-probationary employees in order of earliest date of hire with priority given to PCPs before EMRs.
The Employer will call out the TPP positions between 9:00 am and 4:00 pm. Candidates will have until 9:00 am the following day to accept the position.
Orientation
Any successful applicant who has not yet completed Kelowna Post orientation, will be required to attend this orientation session beginning in June.
Successful candidates will be provided with Travelling Paramedics orientation through a combination of in-person, and virtual sessions.
*Important Note:
- Employees who successfully post into a TPP position will be eligible to bid on other postings but will be required to complete the full duration of the temporary assignment.
- Employee requested leave during this temporary position must be submitted prior to the 15th of the preceding month and will be considered on a case-by-case basis.
Please note the following information:
If an employee relocates to fill a temporary vacancy or position, Article 13.06 will not apply, and the Employer will not be required to pay the employee’s moving expenses.
When an employee fills a temporary position, they will assume the shift pattern hours of the position for the term of the vacancy.
Any employee who fills a vacancy or position will temporarily change status to Full-time or Regular Part-time. Employees will be entitled to all prorated vacation entitlements, leaves, and benefits associated with their temporary position or temporary vacancy.
Employees who successfully post into a TPP position will be eligible to bid on other postings but will be required to complete the temporary position requirements before reporting to their new position.
Remuneration:
- Employees are entitled to alpha wages plus any applicable premiums for the shifts worked.
- Overtime and holiday recall compensation will adhere to the terms outlined in the collective agreement.
- Any employee who fills a position will temporarily change status to Full-time. Employees will be entitled to all prorated vacation entitlements, leaves, and benefits associated with their temporary position.
- Eligibility for meal allowances and allowances will adhere to the specifications outlined in Article 22.08 & 22.10 Meal Allowance of the collective agreement when deployed outside of their home post.
- Time spent travelling outside of their assigned post will be remunerated based on an estimated travel time provided by the travel agency or via Google Maps.
- In cases where the collective agreement lacks specific guidance, all other Travel, Meal, and Accommodation (TMA) expenses will be reimbursed in alignment with PHSA’s Travel and Expense Policy.
- If an employee relocates to fill a temporary vacancy or position, Article 13.06 will not apply, and the Employer will not be required to pay the employee’s moving expenses
Please ensure your EMALB and ICBC licenses are up to date before posting closing. To ensure you are paid at the proper rate and scheduled correctly, you are required to email licenses@bcehs.ca copies of any EMALB and ICBC license upgrades, renewals or restrictions on your licenses. It will remain the employee’s responsibility to submit their own license updates to licenses@bcehs.ca. License renewals need to be submitted at least five (5) days prior to license expiry.
