Salary Range: $90,770-$130,481/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
Job Summary:
In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. Reporting to the Director, Organizational Performance, the Lead, Data Governance and Standards, holds primary responsibility for the development and consistent application of data standards, good data management practices and common analytic processes. Coordinating the integration of data between public health, clinical, and administrative information systems is a critical component of the position. The Lead, Data Governance and Standards, provides direction on the day-to-day operation of the BCEHS data strategy and data governance framework and leading assigned projects for the portfolio; mentors, provides guidance and direction, and evaluates staff performance; and assists the Manager and Senior Leadership with the hiring, performance management, and termination of staff.
Duties/Accountabilities:
- Provides technical leadership and senior-level expertise, the Lead is a professional expert in health system workflows, systems data, data governance and standards
- Promotes analytics solutions and the use of Enterprise Data Warehouse across BCEHS and PHSA to enable the organization’s strategy and vision within a complex and dynamic health care environment.
- Develop of Information Sharing Agreements (ISAs), Information Sharing Plans (ISPs) and other inter-agency data governance agreements.
- Develops standards for data collection and processes for consistent analysis and reporting in conjunction with data analysts, senior statisticians, public health practitioners, MOH staff, technical IMITS resources privacy analysts and other data partners.
- Lead the Data Governance Standing Committee within BCEHS
- Reviews informatics trends, experiences and approaches, develops and executes implementation strategies in conjunction with BCEHS and PHSA IMITS.
- Uses clinical knowledge, informatics knowledge, practice experience, research background, critical thinking, to promote good data stewardship through the application of informatics.
Qualifications:
- A level of education, training, and experience equivalent to a Master’s degree in computer science, health informatics or a related field, plus seven (7) to (10) years of recent, related experience with hospital and clinical systems and workflows; data warehousing, architecture and implementation; and business intelligence solutions in the health care sector, including a minimum of two (2) years in a leadership role.
- Proven leadership skills in a large and complex work environment.
- Excellent interpersonal, oral, and written communication skills including the ability to collaborate, facilitate, negotiate, and persuade others, and make decisions.
- Superior analytical and problem-solving, people and organizational skills.
- Demonstrated ability to lead teams and promote teamwork.

- Ability to supervise staff and to provide leadership, customer relations, and problem-solving options to lead a variety of initiatives and achieve desired results within critical timeframes.
- Ability to respond to the needs of the stakeholders and prioritize and manage multiple tasks and requests.
- Knowledge of the Canadian health care information management standards such as the CIHI MIS Guidelines, Workload Measurement Systems, CIHI Discharge Abstract Databases, etc.
- Familiarity with major business and clinical information systems.
- Expert knowledge and understanding of business intelligence and data warehouse principles.
- Expertise and experience in application of best practices of data standards, database design, data architecture and modelling.
- Expertise in managing large-scale data warehouse transformations, relational and multi-dimensional databases and data marts, visualizations, advanced analytics and big data solutions.
- Superior database querying, and query optimization skills using Structured Query Language -preferably T-SQL, MDX or DAX or equivalents.
- Proven experience in design, architecture, implementation and operation of large multi-platform, scalable analytical solutions.
- Advanced knowledge of development, change management, version control, and service management tools.
- High level of expertise with Microsoft Office.
