Reporting to the Executive Director, Planning and Projects, the Director, Projects provides leadership and expertise in the management of multiple, concurrent small and large scale complex strategic and capital projects across PHSA provincial sites and locations, which range from corporate and clinical tenant improvements, renovations within clinical settings, new construction additions or stand-alone buildings, as well as external partnership projects. The Director, Projects leads a team that is responsible for all project management processes, and oversees and is accountable for: developing and managing overall project budgets; establishing project timelines, including planning phases of work and implementation; negotiating and managing consultant/contractor contracts; tracking and monitoring risks; reporting on project status, issues and recommended solutions; and, authorizing expenditures within the project budget.

 

The Director operates in a dynamic and complex multi-site environment, which is in constant change with the implementation of major strategic initiatives. The Director is responsible for ensuring project cost, schedule, and scope meet stakeholder quality and other requirements, balancing project risk and uncertainty through risk management and mitigation plans, and providing leadership in directing work teams and user groups.

 

The Director is accountable for ensuring appropriate internal and external project resourcing, depending on project scope, scale and complexity. The Director oversees revisions, changes, and additions to contractual agreements with architects, consultants, clients, suppliers, and contractors that may be required and ensures that projects are executed in compliance with applicable codes, regulations, and standards. In addition, the Director is responsible for balancing portfolio project volume, ensuring internal resourcing is able to meet project requirements, which may include re-allocating resources within the team and hiring additional resources as required. The Director is responsible for ensuring project management processes are established and adhered- to within the project management team, and is accountable for mentorship and performance planning.


What you’ll do

  • Serve as a member of the Planning & Projects leadership team. Participate in the development and approval of annual goals and objectives, establish processes, best practices, standards, tools and templates in compliance with Project Management Body of Knowledge (PMBOK) to be used in the management of all capital projects including planning, design and implementation phases. Collaborate with the Director, P&D in the development and sustainment of the Facilities project management system.
  • Responsible for the initiation and completion of operational and capital projects. Accountable for scope, schedule, budget and risk identification at project initiation; manage project delivery through to completion. Responsible for: sourcing project funding, including the coordination of Business Plan and approval documentation; allocating resources; and developing risk management and mitigation strategies, including for cost over runs.
  • Provide leadership for strategic initiatives and capital projects and manages project resources with regular status reporting to the Executive Director, Planning, Design and Projects, stakeholders, senior executives, the Ministry of Health, and other governance committees as required.
  • Ensure accurate documentation, invoicing, and payables are completed for all projects.
  • Utilize standard project management tools, methodologies, templates and risk mitigation plans for tracking and reporting progress. Maintain a current status report of all projects within the portfolio and reports regularly to the Executive Director, including details of the project budgets, cash flows, schedules, scope, customer satisfaction and risk status. Escalate material variances and other anomalies to the Executive Director and relevant stakeholders in a timely manner. Recommend solutions and mitigation measures as required, and implements upon approval.
  • Negotiate and facilitate consensus with key stakeholders such as the PHSA leadership team, Project Co leaders, contractors, and vendors.
  • Manage the construction documentation/specifications, tendering process and ensures contracts are awarded in compliance with established governmental regulations and PHSA policies.
  • Develop, implement and ensure adherence to departmental policies and operational procedures. Advise the Executive Director Planning, Design and Projects on ways to improve the overall performance of the department. Provide decisions, direction, communication, and support to managers through policy development, procedures, standardization, meetings and reviews.
  • Ensure that projects are planned, designed and built to meet user requirements and align with the latest standards regarding energy conservation, carbon footprint reduction and LEED certification.
  • Ensure code compliance and standards are being met and ensures building permits, occupancy permits, and other required permits are achieved from the authority having jurisdiction (AHJ).
  • Lead, manage and supervise the project management team. Provide leadership in directing work internally, as well as to contractors and consultants. Oversee the assignment of work, tracks project volume and staff workload to reassign projects as required and/or justify hiring to meet demand and builds the capabilities of the team to enhance the organization’s ability to achieve its strategic goals and objectives. Provide leadership through coaching, mentoring and training. Set performance targets and expectations to ensure objectives are met; measure, monitor, and manage overall performance.
  • Develop and successfully manage project budgets within the context of operational demands and environmental and resource constraints. Allocate budget and resources as required to ensure the effective delivery of the project(s). Prepare and administer the capital budgets, as well as monitoring expenditures and results.

What you bring

 

Qualifications

  • A level of education, training, and experience equivalent to completion of a Master’s degree in Architecture, Engineering, Business Administration or related discipline, including experience managing construction projects, training in project management or operational management and a minimum of seven (7) to ten (10) years’ of recent, related experience in progressively more complex leadership roles in a large multi-site organization within a project planning environment, preferably health care. Project Management Professional (PMP) certification is highly desirable.
  • Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility. Demonstrated knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts, underpinned by significant expertise in Indigenous-specific mandates. This includes a clear understanding of and commitment to eradicating Indigenous-specific racism and discrimination. Additionally, it involves embedding Indigenous Cultural Safety and Humility, and an advanced expertise and unwavering dedication to engaging with diversity, centering equity, and advancing inclusion (DEI).
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within PHSA Corporate contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study, Anti-Racism Data Act, BC Human Rights Code - and how they intersect across the health care system.

Job Type: Regular, Full-Time

Salary Range: $118,923 - $170,951/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
