Job Summary

Salary Range: $90,770-$130,481/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.


Job Summary:

In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies/Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.  

The Team Lead, Technology Services reports to the Provincial Manager, Business Management and is responsible for supporting, reviewing and presenting quarterly client financial forecasts for the significant TS managed contracts.  The Team Lead provides leadership and direction to staff across multiple sites and coordinates team members and other staff as needed to meet the defined objectives of the services they are assigned in order to achieve the highest level of client satisfaction.  Works closely with the Business Management Manager on Ad Hoc financial requests, business cases, briefing notes and various other analyses as required.  Responsibilities include recommending improvements and standardization of business processes, increasing uptake of automated processes and systems and ensuring effective utilization of systems by working closely with other internal portfolios, various Health Authorities (e.g. Financial and Line of Business (LOB) leaders) and external service providers and vendors. Other responsibilities include providing customers with ongoing support including information to assist them with their development of business case reports and/or budgets related to TS.

Duties/Accountabilities:

  • Collaborates with the Provincial Manager and assists with service delivery modeling, funding applications, operational reviews, and business process improvement reviews by gathering, analyzing, and summarizing information.
  • Leads and provides guidance to staff for the delivery of specific budgeting, forecasting and reporting requirements. Provides guidance to the team on day to day work activities such as reporting to managers, creating files, budgeting for other Health Authorities, engaging with internal and external stakeholders.  
  • Provides leadership and work direction to staff using effective leadership techniques (e.g., coaching, mentoring, skills and leadership development and performance management).  Provides team with interpretation of policies and procedures, training and orientation, making adjustments to workload and assignments as required.  
  • Provides recommendations on new and/or changed policies and guidelines related to internal Technology Services financial processes.
  • Provides recommendations to the Provincial Manager on developing and implementing operational internal and external processes.
  • Provides input to the Provincial Manager in staffing decisions related to recruitment, retention, discipline, termination and performance reviews.  Monitors financial resources with respect to operational obligations; takes corrective action as necessary.
  • Assists with the development of annual and multi-year operating budgets for assigned programs and/or departments including gathering, analyzing, and summarizing information.  Assists the Provincial Manager to reforecast annual budget when there are material changes in funding and/or expenditures during the fiscal year.  Assists with the identification and prioritization of capital requests.
  • Works in collaboration with other internal portfolios and meets to discuss business processes.  Identifies problems and works on solutions to issues.  Escalates issues where appropriate.
  • Responsible for supporting, reviewing/validating financial analysis, validating output and providing Quality Assurance, presenting forecasts to internal stakeholders such as managers and directors. Must be able to develop in-depth knowledge of the financial forecasts for large Technology Services managed contracts.
  • Responsible for management of the KDC financial model; annual business cases, financial model changes and support client discussions around the impacts to changes in the model.
  • Supports development of new cost allocation models as required. Provides professional business writing expertise to develop business cases and briefing notes. Collaborates with internal and client stakeholders to gather, validate and collate financial and non-financial input.
  • Collaborates with the Provincial Manager and assists with Operational Forecasting reports
  • Provides ongoing operational process support and development; within Business Management team, processes that link to other internal teams and processes that are managed by the clients. Ability to provide automated creative solution recommendations along with the ability to communicate process development, changes and measurement to stakeholders.
  • Coordinates the activities of staff and resources to ensure they are effectively utilized.  Contributes towards continuous growth of the team through coaching and mentorship of staff and identification of new opportunities.
  • Ensures problem resolution and customer satisfaction through ongoing communication with all levels of stakeholders within the organization and by developing and maintaining productive working relationships with stakeholders.

Qualifications:

  • A level of education, training and experience equivalent to a Bachelor of Business or related field, plus five (5) years recent related experience preferably in a large, multi-site healthcare environment.  
  • Minimum two (2) years recent experience in a leadership role.   
  • Professional accounting designation (CPA-CA, CGA, or CMA) will be considered an asset.
  • Ability to apply critical thinking in the analysis of financial and operational problems and provide recommendations with innovative solutions.
