Job Summary
|
Salary Range: $118,923-$170,951/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
Job Summary:
In accordance with the Mission, Vision and Values, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. The Director, Health Sciences Placement Network (HSPnet) is accountable to the Chief Administrative Officer, Research or designate in leading and managing the strategic development, planning, and implementation of systems and models for the delivery of HSPnet services provincially and nationally. The Director plans, directs, and coordinates all activities of the HSPnet service and software application used across Canada.
Duties/Accountabilities:
- Leads strategic planning and initiatives for HSPnet consistent with the overall strategic direction of PHSA and provincial and national partners in collaboration with relevant partners. Assesses current situation and the future requirements of the area, initiating the development of goals and objectives and setting priorities for planning, service delivery design and implementing strategies that reflect best practice standards.
- Develops systems and models for the delivery of HSPnet services provincially and nationally by identifying needs for services, planning programs and service models and facilitating the extension of services to other customers as appropriate to overall strategic direction of the program.
- Collaborates with programs of the PHSA and other BC health authorities and provinces with the objective of providing HSPnet services.
- Evaluates and maintains, as appropriate, HSPnet services on a cost recovery basis provincially, nationally & internationally in order to maintain or improve costs for HSPnet services including for the BC health system. Manages all collaborative (provincial) and vendor contracts for the service. Ensures contractual support & reporting for the HSPnet National Alliance & BC HSPnet structure is maintained and ensures contractual agreements are met.
- Oversees the day-to-day operations of the HSPnet service. Provides leadership to staff through coaching, guiding and modeling key behaviours and strategies, encouraging dialogue and providing guidance and advice to facilitate resolutions to work issues. Assists team members to define shared and individual goals, meet target dates and ensure alignment of team goals with customer needs. Fosters team spirit, trust and mutual respect. Maintains an organizational structure for the area that provides the highest level of quality work and service to customers.
- Evaluates individual and team performance in collaboration with appropriate internal and/or external partners. Investigates work and staff issues and where necessary initiates disciplinary action up to and including termination. Participates in the management of labour relations matters and negotiates/approves essential service levels for the area as applicable.
- Develops and monitors an annual PHSA budget for HSPnet. Responsibilities include monitoring budget performance, planning and adjusting operations and/or staffing to meet projections and annual targets, approving expenditures, identifying and costing new initiatives as well as savings strategies, and preparing summaries for fiscal reporting. Explores alternative service delivery models to reduce service costs and/or improve efficiencies for PHSA. Liaises with Finance and Business Planning representatives on budget matters.
- Establishes, implements and supports ongoing governance mechanisms for HSPnet that ensure clarity of roles, responsibilities and accountabilities amongst National Alliance, provincial licensees and PHSA as the provider of the HSPnet service.
- Performs other related duties as assigned.
Qualifications:
- A level of education, training and experience equivalent to a Master’s Degree in Business Administration, Health Administration or other relevant discipline plus a minimum of five (5) years of recent related experience in health or education services including a minimum of three (3) years of experience in a progressively responsible management role.
- Broad knowledge of business, program or health administration including strategic and operational planning.
- Strong interpersonal, intercultural and leadership skills.
- Demonstrated ability to provide strategic direction and to analyze and problem-solve efficiently and resourcefully.
- Demonstrated ability to make decisions when guidelines are not clearly defined.
- Demonstrated ability to work under pressure and maintain and refine priorities in a complex and varied environment with multiple interest groups.
- Demonstrated analytical and evaluation skills.
- Demonstrated ability to communicate effectively at all levels one-on-one, in groups and in writing.
- Demonstrated ability to productively use spreadsheet, word processing, database and presentation applications.
