Job Summary

Salary Range: $130,864-$188,116/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

The Director, Data Governance reports to the Executive Director, Data Governance, Architecture and Reporting and is accountable for providing enterprise-wide expertise and oversight over PHSA’s data stewardship and governance and professional principles, policies and standards. This role requires the ability to make sound decisions with long-term budgetary and strategic impact, with expertise in the governance of newly-emerging data streams, as well as deep understanding of the complex and broad issues faced in health care. This role will be responsible for leading discussions with senior executives to strategically plan, design, develop and maintain enterprise-wide data governance and stewardship functions, keeping abreast of emerging technology trends, data management practices, privacy and legal frameworks, and establishing best-in-class delivery practices with a focus on refinement of those solutions over time. This role will engage and collaborate with PHSA Information Management/Information Technology specialists, data users, program area leads, as well as other government/health/research organizations to ensure the enterprise data governance strategy aligns and advances the overall health system goals. As such, this role will be responsible for formulating the vision, determining critical business recommendations, and leading adoption strategy conversations with senior management. Through strong relationship management, this role will also create and advance strategic alliances with partners and stakeholders while representing PHSA and its programs in provincial and national forums, committees and working groups.

The Director will lead and direct the activities of a specialized team to develop and implement overall PHSA Data Governance framework. The Director will model and foster the values of integrity, quality assurance, and collaboration.

Duties/Accountabilities:

  • Develops and recommends short and long-term strategy and a road map for implementation of data governance infrastructure, service management and operations, capital and operating budgets, and staffing to achieve PHSA’s strategic vision and accomplish organizational objectives. Identifies implementation risks of solutions and analyzes the impact on achieving desired business outcomes.
  • Develops, implements, and monitors data governance principles, data standards that adhere to the highest standards of security and privacy for enterprise-wide data warehousing and linkages across programs and the organization. Manages institutional risk related to data governance and security.
  • Works horizontally and vertically across business functions (Corporate and Programs) to define, standardize and communicate organizational data standards, policies and procedures; ensures adherence to leading scientific and professional practices and consistent analytics information and standards.
  • Establishes policies and processes related to analytics decision making authority, compliance monitoring, data inventories, full lifecycle management, content management, analytics records management, data quality, classification, privacy, security and access, risk management, and evaluation.
  • Defines data usage and quality policies, standards, compliance and continuous improvement of key aspects of the enterprise data analytics professional practice and database asset management processes to guide strategic decision making.
  • Develops and enforces consistent data definitions and metadata business naming standards, determines the business rules for data standard calculations and derivations, and monitors and audits the quality of the data in cross-PHSA datasets, data warehouses and infrastructure assets.
  • Participates in planning new data systems, and defines end-to-end data analytics “lifecycle” protocols with which PHSA data is collected, identified, secured, shared, and analyzed for PHSA corporate and programs business decision-making and operational purposes, particularly as it relates to the data stewardship and governance.
  • Establishes, implements and monitors compliance to an advanced and “best practice” set of data standards across PHSA to improve business intelligence, advance analytics solutions and further research excellence. Promotes an organizational culture that values data as a corporate asset and promotes discipline, collaboration and compliance around its use. Establishes and promotes “best practice” professional practice learning and development, accreditation, cross-training and knowledge sharing within the Data Analytics network of analysts and researchers across PHSA.
  • Recommends and implements solutions to resolve issues in implementation of data policies, data security, access and usage. Develops, in collaboration with stakeholders, and implements health data quality, asset sharing strategies and risk management programs to address legislative (e.g. FIPPA) requirements, legal actions, and audit requirements. Ensures the integration of sound data governance and management practices into PHSA business and IT processes by directing managed work processes, and developing and implementing standard operating procedures, including review milestones to ensure adherence to the established data management standards and practice.
  • Leads inter-program and inter-departmental committees or governance structures of operational, financial and clinical leaders to define, standardize and operationalize policies and standards for data access, design, analysis and application. Represents PHSA and its interests in discussions and/or negotiations with government, other external organizations and agencies providing or requiring information or data access/support services from the organization.
  • Establishes relationships and collaborates with universities and other academic institutions in design, development, and execution of data, information, and knowledge management. Fosters application of research findings into day-to-day activities of the teams by identifying opportunities to incorporate the latest research as part of new projects, updating best practices and standards with the latest research findings, setting learning objectives for team members in annual performance plans, hosting workshops and speaker engagements by academic scientists.
  • Oversees teams of professionals, establishes clear definitions of responsibility, evaluates performance in collaboration with appropriate stakeholders, fosters a positive working environment, listens to concerns and enables decision-making. Investigates work and staff issues and where necessary initiates disciplinary action up to and including termination and participates in the management and labour relations matters.

 

Qualifications:

  • A level of education, training and experience equivalent to a Master’s degree in the following areas:
    • Health Informatics,
    • Epidemiology,
    • Statistics,
    • Health and/or Business Administration,
    • or related discipline plus a minimum ten (10) years of experience in a leadership role, including at least seven (7) years of direct management of data quality, decision support, business intelligence and data governance in a large multifaceted academic health centre.
  • Familiarity with BC and Canadian privacy laws is an asset.
  • Strategic thinking and senior client stakeholder relationship skills to work at an enterprise-level to accomplish shared objectives and drive a cross-enterprise program or set of standards.  
  • Expertise and experience in development and implementation of policy and procedures.
  • Expertise and experience in the areas of asset and information risk management or audit practices and processes.  
  • Knowledge and understanding of information architecture, databases and data warehouse design standards and best practices.
  • Demonstrated experience solving operational problems in highly complex environments with multiple stakeholders, stringent budgets and timelines.
  • Strong understanding of sophisticated business intelligence tools, advanced statistical and analytical packages, relational and non-relational database management systems, and advanced visualization tools.
  • Superior analytical and business acumen skills, including the ability to translate strategic priorities into measurable outputs and outcomes, and to present complex issues and information in concise, meaningful ways to clients and decision makers.
  • Excellent communication and relationship management skills, including the ability to facilitate, negotiate and build effective working partnerships with internal and external stakeholders.  
  • Ability to work in a highly-matrixed organization and build consensus across multiple constituencies.
  • In-depth knowledge of health care delivery systems, particularly in British Columbia and Canada.
  • Experience in quality improvement, health care data analysis, and clinical outcome management.
