We are looking for someone with strong technical expertise and experience managing teams to oversee the cancer planning analytics function at BC Cancer. The Manager, Data and Analytics will provide leadership for cancer planning analytics in support of cancer care delivery and cancer system planning across BC Cancer. This role will be accountable for the planning, coordination, and delivery of analytic services that inform operational and capital decision making, including demand and capacity forecasting, wait time and waitlist modelling, and decision support for both short  and long term planning horizons. The manager will work closely with clinical, operational and leadership teams to inform real planning decisions. In this role, the Manager is expected to lead and mentor senior analytic staff, ensuring planning analytics work is delivered effectively, priorities are balanced, and issues are proactively identified and resolved. A key focus will be the continued maturation of the cancer planning analytics portfolio through the advancement of analytical methods, development of reusable and scalable models, and establishment of standardized processes that improve efficiency, quality, and consistency. What you'll do 

 

 

 

 

 

 

  • Provide supervision, leadership and guidance to team members of the data and analytics team by establishing team priorities and ensuring prompt and accurate completion of operational activities. Evaluates individual and team performance against targets. Identifies areas for improvement in team performance and implements strategies to improve.
  • Consult with BC Cancer programs as required. Identify and respond to customer needs for analytic products and services from across BC Cancer and external partner organizations. Mobilize team members to meet customer needs and assigns necessary resources as required.
  • Ensure accuracy, timeliness and availability of data and analytic products produced by the team for BC Cancer decision making. Apply expert analytic knowledge, from self or within team members, to BC Cancer needs to support evaluation, quality improvement, service planning, forecasting and research efforts.
  • Maintain department standards and procedures as required, including policies for ensuring appropriate access to and sharing of sensitive health data. Ensure team members work according to policy and identifies risks with current practices. Escalates issues to Director as required.
  • Develop, recommend and monitor departmental expenditures within an agreed budget. Implement remedial action where required and brings issues to the Director’s attention as needed.
  • Communicate analytical results and provides reports, presentations and summaries as needed to stakeholders and applicable external partners.
  • Support the identification of skill gaps within team and supports skill development in team members to ensure future team success.
  • Oversee and review methodologies, data availability and limitations, and makes recommendations on initiatives around data linkages and study or project designs. Acts as a methodological resource to their own, and other analytic teams, as well as the broader BC Cancer community.

 

 

 

 

 

 

 

What you bring

 

 

 

 

Qualifications:        

 

           

 

 

  • A level of education, training, and experience equivalent to a Masters Degree in Statistics, Data Science, Operations Research or similar field plus a minimum of eight (8) years recent related experience in analytics and/or the health information field in a large, complex organization including a minimum of three (3) years in a supervisory role.
  • Advanced knowledge of data analytic techniques with the ability to mentor team members on complex analytic problems. Strong knowledge of industry standard analytic and statistical software (e.g R, SAS), data visualization and BI tools (eg Tableau, PowerBI, Shiny), relational database tools (e.g. MySQL, SSiS) and other computing and data capture solutions.

  • Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within BC Cancer's contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

Job Type: Regular, Full-Time

Salary: $108,147 - $155,461 per year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
