Job Summary
|
Salary Range: $90,770-$130,481/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
Job Summary:
The Senior Financial Analyst participates as a member of the BCCSS Payroll Team. Responsibilities include contributing financial expertise and administrative support for service delivery modeling, funding applications, operational reviews, lease and asset management, and business process reviews.
This role is responsible for the interpretation of financial contractual obligations in order to assist with the development of annual business plans and budgets and will provide interim and year end financial reporting for assigned programs or departments. Other responsibilities include working collaboratively with cross-functional team members to resolve problems and develop solutions, and supervises and trains designated staff on developing budgets, monitoring information, analyzing deviations, funding and costing methodologies, and utilizing computer technology tools.
Duties/Accountabilities:
- Collaborates with the Director Payroll and assists with service delivery modeling, funding applications, operational reviews, and business process improvement reviews by gathering, analyzing, and summarizing information.
- Assists with the development of annual and multi-year operating budgets for assigned programs and/or departments including gathering, analyzing, and summarizing information.
- Assists the Director to reforecast the annual budget when there are material changes in funding and/or expenditures during the fiscal year.
- Assists with the identification and prioritization of capital requests.
- Reviews interim and year end financial statements, analyzing deviations from plan and investigating causes.
- Prepares written variance analysis highlighting resource utilization, expenditure patterns, statistical and critical indicator data/information.
- Ensures the financial statements are materially correct and fairly presents the assigned program’s and/or department’s operations.
- Coordinates assessment and review of DMS and service provider orders, lease schedules, equipment schedules, time and material invoices, and recommends approval to process payment.
- Ensures vendor account is current by reviewing statements for outstanding invoices and credits and expediting processing.
- Provides ongoing support to staff on the functionality of the systems utilized through training programs, systems or procedural advice, and specific problem resolution and troubleshooting.
- Works in collaboration with other BCCSS portfolios and meets to discuss business processes. Identifies problems and works on solutions to issues.
- Escalates issues where appropriate.
- Maintains contact with representatives from the Health Authorities to ensure awareness of changes in business operations, assists in setting short and long term financial objectives, and undertakes special projects, as required to address assigned program and/or departmental issues.
- Supervises staff, trains, provides support, consultation, evaluation, and guidance.
- Establishes clear definition of responsibilities, reviews assignments and prioritizes workload of staff as necessary to ensure levels meet operational requirements.
- Participates in the management of grievances and labour relations matters in conjunction with Human Resources.
Qualifications:
- A level of education, training, and experience equivalent to a Masters degree in Finance or Business with partial completion of a professional accounting designation (CA, CGA or CMA), with a minimum of five (5) years experience, including experience in program and business case research and development, preferably in a large, multi-site healthcare environment.
- Ability to apply critical thinking in the analysis of operational problems and recommendation of innovative solutions.
- Ability to work under pressure and multi-task without direct supervision. Demonstrated administrative, organizational, work planning and control skills.
- Demonstrated strong writing and presentation skills.
- Superior analytical skills including the ability to comprehend complex issues and related data/information and present information in concise meaningful ways.
- Strong computer and financial application skills including demonstrated ability to productively use spreadsheet, word processing, presentation and database applications.
- Customer focused with ability to facilitate and encourage co-operation between diverse operational groups and skill sets.
