Job Summary

Salary Range: $108,147-$155,461/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.


Job Summary:

In accordance with the Purpose, Vision, Values and Coast Salish Teachings, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The Provincial Health Services Authority (PHSA) plans, manages and evaluates selected specialty and province-wide health care services across BC, working with the five geographic health authorities to deliver province-wide solutions that improve the health of people living in BC. PHSA embodies values that reflect a commitment to excellence.

The Manager, Quality, Safety & Performance Improvement is responsible for quality management including patient-specific and program-based quality, safety, risk and performance improvement initiatives, external assessment (i.e. Accreditation), implementation and management of standards including CSA Z900 standards for cells, tissues, organs, and Health Canada. The role provides leadership and project management of strategic quality, population based system redesign and patient safety site wide initiatives at BC Transplant, which span across BCT as well as Provincial Networks (Transplant Centers and Regional Transplant Outpatient Clinics). These initiatives or projects may involve reviews of practices, procedures and systems leading to the enhanced integration of services, better service delivery, improved patient/family satisfaction and the development of new programs (and their evaluation), related to donation and transplantation.
The Manager works collaboratively with a variety of internal and external partners to plan, implement, coordinate and monitor program-specific, population based quality and performance improvement programs, focusing on maintaining an environment of continuous improvement to ensure cross-site alignment with PHSA vision, mandate and strategic directions. The role develops budgets, negotiates, allocates and monitors project and initiative resources to effectively move initiatives and projects forward in accordance with charters, agreements and timelines.

Duties/Accountabilities:

  • Leads and oversees the clinical quality team to support various patient-specific and program-based quality, safety, risk, and performance improvement activities and initiatives.
  • Leads BCT Quality Improvement Initiatives and projects by managing the prioritization and allocation of resources, negotiating or facilitating resolution of any impediments to progress and success and ensuring the successful integration into BCT services.
  • Facilitates program specific and cross program Value Stream Mapping to develop a strategic vision and future plan and the identification of key strategic priorities.
  • Provides leadership, mentorship and facilitation in program identified process improvement initiatives, utilizing appropriate QI Methodologies such as Lean, Quality Improvement Science, Design Thinking and Change Management skills.
  • Collaborates with identified community partners, staff, physicians and patients/families on identified program and site wide initiatives. Manages a diversity of programs and related projects of varying scope in a complex and changing multidisciplinary environment and with a diversity of partners. Maintains responsibility for ensuring that programs and related projects are completed in adherence to project protocols, charter, agreements, timelines, applicable institutional and ethical policies and procedures, and pertinent privacy legislation.
  • Monitors the development, implementation, and review of all new and revised standard operating procedures (SOPs) processes, and procedures within regulatory standards for BCT donation and transplant programs. Liaises with other departments and programs such as Risk Management, Patient Care Quality Office, PHSA Accreditation, PHSA Labs (BCCDC), Patient Safety (PSLS), and BC Renal to develop policy and processes to comply with respective regulatory standards.
  • Leads, educates, and advises BCT Management and Staff, Medical staff, and allied health care personnel in the quality review and improvement process to achieve best practice outcomes and improve clinical performance. Ensures BC Transplant program-based quality and safety activities are in alignment with Health Canada Cells, Tissues and Organs regulatory requirements.
  • Works in collaboration with BCT & Transplant Medical Leadership to lead the development, implementation, and management of the Quality Assurance & Performance Improvement (QAPI) program (such as new/mature KPIs), including on-going quality measurement/audits, monitoring and analysis, performance improvement, education, and regulatory compliance consistent with all applicable PHSA/BCT policies, procedures, standards, best-practices, and relevant laws and regulations, related to donation and transplant services.
  • Provides guidance and acts as an expert resource by advising on accreditation standards, new statutes and/or guidelines and regulatory requirements. Ensures that BC Transplant, partner hospitals, and laboratories meet all applicable regulations and is fully prepared for Health Canada compliance audits or other accreditation bodies by conducting ongoing internal audits, training of staff, and monitoring programs and processes at all sites, including the Ike Barber Human Islet Transplant Laboratory. Leads program level actions to respond to recommendations arising from accreditation surveys, and to address new accreditation requirements and signs off on validation reports.
  • Leads retrospective (i.e. Root Cause Analysis) and/or prospective reviews (e.g. Failure Modes Effect Analysis) necessitated by safety events, critical incidents or process issues related to the program; monitors program staff and physician perceptions of safety, risk and quality improvement. Ensures all patient safety incidents/adverse reactions from around the province are documented, reported and investigated; implements corrective action when required.
  • Fosters and maintains collaborative relationships within the leadership and management of transplant hospitals and clinics, medical and patient care staffs, and with external partners related to quality systems and improvement.
  • Collaborates with organizations provincially, nationally, and internationally for benchmarking and identifying areas for performance improvement. This includes Canadian Blood Services, Accreditation Canada, Health Canada, UNOS, Association of Organ Procurement Organizations (AOPO), and BC Patient Safety and Quality Council.
  • Facilitates meetings of the Quality Committee(s) and supports other applicable committees as required.

Qualifications:

  • A level of education, training and experience equivalent to a Master’s degree and a minimum of seven (7) year’s related experience in a Quality Management role or related discipline (e.g. ISO 9001, National Quality Institute, Clinical Trials, GMP). Comprehensive knowledge and expertise in Quality Management, Validation, Performance Improvement, Patient Safety, and Risk Management.
  • Expert knowledge and experience with Health Canada,
  • CSA Z900 Standards & Accreditation Canada requirements relating to cells, tissues, and organs for transplantation.
  • Experienced with Regulatory Audits and Inspections.
  • Working knowledge of legal, ethical, and clinical issues associated with standard of care practices.
  • Experience in Laboratory Quality Management systems an asset. Working knowledge of evaluation techniques and methodologies including statistical analysis methods and presentation of information.
  • Demonstrated analytical and problem-solving skills with a global perspective in order to incorporate the organization’s systems and strategies when developing viable solutions to program problems.
  • Expertise in the Application of Quality Improvement Methodologies, Program Evaluation, Change Management and Strategic Deployment.
  • Demonstrated team-building and ability to work effectively and collaboratively with individuals, groups and healthcare organizations toward the attainment of mutual objectives and purposes.
  • Organized and efficient in carrying out a wide range of tasks and multiple projects.
