Salary Range: $74,618-$107,264/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

The Business Analyst is responsible for leading various projects and business operational processes and ensuring that all related applications are meeting the business needs of PHSA and its customers. The Business Analyst provides statistical performance reporting and application support of its business process and information management systems. The Business Analyst reviews, evaluates and recommends improvement and standardization of business processes and ensures effective utilization of systems while maintaining internal controls and safeguards. Other responsibilities include troubleshooting of assigned business processes and applications and conducting training for staff on the functionality of the business process and systems utilized. The Business Analyst works with the Provincial Digital Health and Information Services (PDHIS) staff responsible for the technical functions related to system applications.
Duties/Accountabilities:
- Participates in systems development and maintenance by developing and analyzing key performance indicators, identifying needs and defining system requirements, creating project work plans and assisting the team in system development, implementation, documentation, interfacing and maintenance within established policies and guidelines in accordance with PHSA’s strategic plan.
- Leads report development based on needs of users including PHSA executives as well as customers management staff. Fulfils external reporting requirements and financial statements. Performs data gathering and analysis for the function to facilitate operational activities.
- Reviews process and or systems use, identifies needs and makes recommendations for reallocation or acquisition of systems or equipment to ensure appropriate utilization of computerized and manual systems as well as other departmental/divisional resources. Ensures internal controls are maintained.
- Reviews, analyses and evaluates Current State (As Is) and Future State (To Be) business processes, systems and user needs. Provides recommendations for process improvement for the function and works with staff and managers to evaluate alternative procedural and systematic solutions which most effectively meet needs while maintaining acceptable business standards.
- Provides user orientation and training based on system and process changes. Develops and maintains reference documentation such as workflow charts, user instructions, manuals and reference materials on business processes, policies and procedures.
- May be required to provide input into the development and submission of the annual operating budget and capital planning requirements; monitor expenditures, identify variances from approved budgets, generate financial impact summary reports and recommend corrective action.
- Performs other related duties as required.
Qualifications:
Education, Training and Experience
Business Analysts in Accounts Payable will require a level of education, training and experience equivalent to a degree in Information Technology, Computer Science, or Business Administration including enrollment in a recognized professional accounting program (CA, CGA, CMA).
All positions working under this job description will require a minimum of five (5) years of recent related experience in a large organization with an emphasis on financial systems and reporting. Extensive experience with complex computer systems, project planning and control and experience. Experience in using Basware is an asset.
