Job Summary

Salary Range: $88,990-$127,923/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

 


Job Summary:

In accordance with the Mission, Vision and Values, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA.  As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.  The Web Solutions Architect is a key member of the PHSA Web Solutions team and is responsible for the development of the overall vision and execution of system solutions, including the coordination, development and implementation of the service architecture, formulation of policies and standards related to that architecture, and communication of service design to the team as required.  The Web Solutions Architect provides expert consultation, vision and leadership in the analysis, feasibility, design, planning, implementation, and use of PHSA service offerings.  Coordinates the infrastructure planning for corporate large-scale system initiatives, and the procurement of external services.  Acts as a subject matter expert (SME) for the technologies and systems within the role’s area of responsibility, and provides input into the development of policies, annual goals and objectives.

Duties/Accountabilities:

•    Coordinates the infrastructure planning for corporate large-scale system initiatives and the procurement of external services.  Works closely with business units, functional area managers, senior IT and architecture team members to define the goals, objectives and plans that direct system design, solution, and implementation activities.  Provides input into the development of policies, annual goals and objectives.
•    Leads development of formalized solutions and methodologies.  Acts as the highest authority of determining code quality, and sets the standards and pace for review of junior developers to ensure compliance to organizational standards of enterprise-wide security solutions and access controls.
•    Formulates strategy for an extensible application architecture, infrastructure frameworks and security/privacy controls with evolving business needs.
•    Interfaces and coordinates tasks with internal and external technical resources.  Collaborates with Project Managers and technical directors to provision estimates, develop overall implementation solution plan and methodology.  Serves as an implementation lead, as required, in installation, customization and integration efforts.
•    Defines the principles that guide technology decisions for the enterprise and develops and implements policies and standards related to technology architecture.  Formulates strategies and plans for short-term and long-term services that support provincial business needs.  This role defines and develops solutions that follow industry and organizational standards of privacy and security while providing pathways for future enhancements.
•    Designs and coordinates the implementation of an enterprise-wide service architecture based on business requirements and IT strategies and then directs the activities associated with ensuring compliance with the enterprise architecture.  Communicates the technology infrastructure to IT staff, management, and project teams.
•    Researches and analyzes market, technology, and industry trends and standards related to technologies that affect web, network, security, server infrastructure, and other platforms for the purposes of determining potential impact on the enterprise and the suitability of different approaches in solving emerging business needs.  Provides recommendations on the use and evolution of Web technologies.
•    Provides expert consultation and advice to senior management on technology alternatives and solutions, and vision and leadership in the analysis, feasibility, design, planning, implementation and use of the PDHIS Web Solutions service offerings.
•    Provides expert technical advice and consultation through analysis, formulating recommendations for proposed web technology changes, and presenting input into application development and the use of new technology for inclusion in the technology architecture.
•    Participates in assigned provincial committees, chairs and/or leads discussions as required.

Qualifications:

Bachelor’s degree in computer science, engineering or a related study, or an equivalent combination of education, training, and experience.  Seven (7) years of recent related experience in a large, complex organization including experience with at least two IT disciplines from a client/server environment, including but not limited to, project management, technical architecture, systems analysis, application development, middleware, database management, and operations.  Ability to act with integrity and trust; build a team environment; communicate clearly; and foster potential.  Demonstrated aptitude to strive for personal mastery; lead with vision; inspire and engage; and promote innovation.  Focusses on customers and engages stakeholders.  Possesses a health environment and political awareness.  Ability to understand the long-term (big-picture) and short-term perspectives of situations.  Ability to conceptualize, demonstrate accountability, manage resources, and act as a visionary and strategist for solution product area.  Excellent analytical and technical skills.  Knowledge of all components of technical architecture; strong understanding of network architecture.  Ability to translate business needs into technical architecture requirements, and estimate financial impact of technical architecture alternatives.  Ability to apply multiple technical solutions to business problems.  Knowledge of emerging and transformational technologies (cloud, managed services) and ability to quickly comprehend the functions and capabilities of new technologies.  Knowledge with IT service Management (ITIL).
