BCEHS intends to fill 1 (one) Full-Time Regularly Scheduled PCFP or ACFP Unit Chief (Adult or MNP)at Station 680 – Prince Rupert. As this will be a hybrid of both MNP /Adult - it is intended as the adult stream.
Selection will be in accordance with Article 13.03 of the Collective Agreement.

Training:
Successful candidates will be required to attend and successfully complete a variety of training, including but not limited to courses, orientation, and field training. Successful applicants are required to attend training.
PCFP/ACFP training for successful applicants is scheduled to begin on June 15, 2026. Please note that online pre-readings and preparatory training will be provided in advance of the in-person start date.
In-person training will take place in Vancouver, Prince George, and Prince Rupert. A detailed schedule will be shared prior to the start of the program.
Job Summary

The Primary Care Flight Paramedic (PCFP) reports to the Unit Chief/or designate, and is responsible for the assessment, treatment, transportation, and continuous clinical monitoring of injured or ill patients in accordance with BCEHS PCFP Treatment Guidelines and legislation administered by BC Emergency Medical Assistants Licensing Board (BC EMALB) Primary Care Paramedic IV (PCP) Schedule 1 and 2.
The role performs duties in a variety emergency responses vehicles including helicopters, small jets/planes, and/or ground ambulances and works in a PCFP/ PCFP configuration, in partnership with Emergency Physician Online Support (EPOS) and/or the Critical Care Paramedic Advisor (CCPA) or functions as a partner for Critical Care Paramedic (CCP) or (Advanced Care Flight Paramedic) ACFP resources, when a CCP/PCFP or ACPF/ PCFP configuration is required.
The role works within the PCFP expanded scope of practice, in compliance with established standard operating procedures and standard operating guidelines, and in collaboration with CCPA, EPOS and Paramedic Specialists (PS) group as the consulting parties. The PCFP advocates on behalf of patients and communicates and interacts effectively with co-workers, other allied health care professionals and public safety partners to ensure safe, proficient, and efficient patient care and transportation.

Duties
- Provides quality patient care in pre-hospital emergency situations in a variety emergency responses land, air, and sea vehicles.
- Functions in a PCFP/PCFP configuration, utilizing the PCFP expanded scope practice, with consultation from EPOS, CCPA and/or the PS group. Functions as a partner for CCP or ACPF resources when a CCP/PCPF or ACPF/PCPF configuration is required.
- Completes a comprehensive assessment of the patient, and partners with EPOS, CCPA and/or the PS group to establish a physiological based problem list and subsequent treatment plan that meets the physiological needs of the patient and is within the PCFP operational scope of practice.
- Accurately communicates the patient assessment findings to EPOS, and/or the CCPAs.
- Implements patient treatment plans and continuously monitors the patient for physiological changes. Communicates to the consulting group for clinical support and adaptation of the treatment based on any changing needs of the patient.
- Ensures safe, proficient, and efficient patient care and transportation.
- Maintains current knowledge and skill required for the position. Maintain familiarity with all CCP and ACPF formulary, pharmacology, equipment, and logistics.
- Provides direction to paramedics, first responders, patients and others partners and supervises observers on car and/or trainees, as required.
- Participates in formal/informal education, program development and mentoring to promote and support staff development.
- Identifies issues and strategies for addressing actual/potential complex program or system-wide problems and concerns to enhance service delivery and patient care.
- Performs other related duties as assigned.
Qualifications
- Education, Training and Experience
- Valid and current unrestricted Primary Care Paramedic License (PCPIV) or Advanced Care Paramedic (ACP) issued by the BC Emergency Medical Assistants Licensing Board.
- Unrestricted/restricted valid Class 1,2 or 4 British Columbia driver’s license
Skills and Abilities
- Working knowledge of treatment guidelines, policies and procedures, local service standards, and business unit standards.
- Working knowledge of flight physiology, gas laws, primary stressors of flight, and the tolerances to the primary stressors on both crews and patients.
- Demonstrated ability to perform at a high degree of independence in clinical practice.
- Demonstrated ability to manage changing priorities and competing demands to accomplish objectives in a busy, fast-paced environment.
- Demonstrated ability to analyze problems, identify key factors and underlying causes, and generate solutions.

Unit Chief selection process study materials:
In preparation for the upcoming Unit Chief examination/assessment, please view the required study reference material here.
Selection Process & Criteria:
Selection will be in accordance with Article 13.03 of the Collective Agreement. 13.03 (d) or (e) may not be utilized to move into a regular position
Upon application, employees occupying a supervisory position, provided they meet the requirements of the position to which they are applying, shall be appointed on the basis of service seniority provided they successfully complete the PCFP/ACFP selection process within the process within the 13.03 language.
Qualified employees will be notified at least 7 days in advance of the PCFP/ACFP selection process.

Applicants first considered will meet the following eligibility criteria:
1. CUPE member
2. Must have 3 years plus a day of experience within BCEHS at the relevant Paramedic Level (PCPIV or ACP)
3. Satisfactory work record; must be maintained for the duration of this qualification
The above noted qualifiers must be achieved by the closing of the posting per standard selection processes for CUPE 873 employees.
*All interested employees are encouraged to apply to Unit Chief vacancies. In the event there are less than four applicants who meet the criteria in Article 13.03(a) then the Employer shall first consider all full-time bargaining unit applicants on the posting.
- Knowledge/Skills Assessment (45% of total score)
**Important Practice Change: All UC exams will be proctored exams; eligible applicants will be required to sign up for exam dates and times and participate in an online exam proctored through Microsoft Teams. This assessment is online through the Learning Hub and must be completed from a location with reliable internet access. You will need access to a laptop, computer or device with a camera and microphone to join the Teams meeting and complete the proctored exam. Eligible applicants will be notified of the exam dates via their BCEHS email address at least 7 days in advance.
2. Interview (45% of total score)
Applicants who successfully achieve a score of 65% or higher on the Knowledge/Skills Assessment will be scheduled to interview. Video interviewing will be used to allow applicants to answer the questions remotely using recorded video. Eligible applicants will be notified of the interview date at least 7 days in advance.
Should you be unsuccessful on the written exam, or pass the exam but not participate in the interview process, you will be counted as "unsuccessful” and a score of 0 will be applied as your interview score and you will not be eligible to compete on roles in the same classification for a period of 6 months.
Please be aware, you will require access to a reliable internet connection and a web camera. It is recommended to use a laptop or desktop computer. We discourage the use of mobile devices for these activities.
3. Full-Time Seniority (Up to 10%)
Up to 10% will be applied to all candidates who complete the interview to determine their final score.
The successful candidate(s) shall be the employee(s) with the highest total score and a satisfactory disciplinary record.

Employees, who are selected as trainees:
- will be moved to a PCFP or ACFP training position at the commencement of training (under Learning)
- will be assigned to the regular scheduled PCFP or ACFP UC vacancy upon successful completion of the training
The salary during PCFP/ACFP training will be your current PCPIV /ACP rate of pay. Upon successful completion of training, the wage will represent the PCFP or ACFP UC rate of pay.
Please note, employees accepting any Regular position under the Collective Agreement will not be entitled to rescind an accepted offer after 61 days of accepting the offer. Regular and Irregular employees may only rescind within 61 days after acceptance. You will also be required to report to your new position within the 61 days of acceptance. Employees that rescind an offer at any time arenot guaranteed to be placed back into their current/prior position.
