Deployment to occur within Vancouver Post for 2026 FIFA Men’s World Cup (FWC26). Note: travel, meals and accommodation (TMA) reimbursement will **NOT** be provided for this position.

BC Emergency Health Services is seeking employees to join the Planned Events team for a specialized temporary position in support of the 2026 FIFA Men’s World Cup (FWC26). Between June 11th and July 19th, 2026, the tournament will play 104 matches across 16 host cities, with Canada hosting the Men’s World Cup for the first time in its history. Vancouver will host seven (7) matches, including five (5) in the group stage and two (2) playoff matches between June 13th and July 7th. With an influx of visitors anticipated visiting the Lower Mainland over the event and a predicted record engagement on FIFA media streams, there will be significant national and international attention on this event.
Over the last three years, the BCEHS Planned Events team has been proactively planning with our municipal, provincial, and federal partners to ensure a well-integrated approach to emergency preparedness. The recruitment and training of specialized paramedics to support BCEHS’ public safety mandate represents a final stage in this complex planning process and is specific to a key FIFA venue (BC Place). Applicants do not require a previous Planned Events qualification to join the FWC26 team.
Reporting to the Manager, Planned Events, the FIFA 2026 Match Day Supervisor (OCUC) works as an integrated component of the on-field and venue response. Their role is an integral part of the field-of-play and venue medical team, whose mission is to enable the rapid care for and extrication of players, match officials, visiting dignitaries (internationally protected persons), and fans from the secured zones of the pitch, match venue, and/or FIFA sites which require additional accreditation/security clearance. Focusing on command/control related to field of play and/or venue response, the FWC26 Match Day Supervisor works in close collaboration with the Tournament Medical Leadership, Team Medical Officials, BCEHS leadership, and other BCEHS clinicians to support positive health outcomes for injured players/staff/fans whilst ensuring compliance with the FIFA rules of play, official match guidelines, and venue emergency response procedures.

Essential Selection Requirements:
- CUPE 873 member.
- Three (3) years plus a day at the relevant license level.
- Satisfactory work record.
- Are eligible to attain Canadian Reliability Status and obtain a FIFA security clearance.
- Available for all mandatory FWC26 Match Day Supervisor training.
- Available within the Lower Mainland for all match days and necessary training, taking into account fatigue policy with regards to commuting (the employer will not provide TMA).
Qualifications:
• Maintain a PCP-IV license.
• Maintain an Off-car or On-car Unit Chief position in the Vancouver Post.
• Maintain a class 1, 2 or 4 driver’s license.
Skills & Abilities:
BCEHS Planned Events is seeking employees who meet the following requirements:
- Key responsibilities of the Off Car Unit Chief (OCUC)
- Leadership and conflict resolution skills related to supervising front-line staff
- Comfortable supervising staff in an ACP de-paired model.
- Maintain readiness despite staging location (e.g., outside of the venue).
- Maintaining clear and effective communication within a broadened command/control structure.
- Execute specialized emergency response plans.
- Meet and maintain the requisite accreditation and background requirements.
- Interface and liaise with key municipal, provincial, or federal health and security partners.
- Have no medical or operational restrictions that prevent them from working.
- Work well as a member of a close-knit team.
- Demonstrate the highest level of diplomacy, confidentiality, tact, teamwork, and adaptability.
- Have demonstrated that they can consistently represent both BCEHS and the EMS profession in a credible and responsible manner.
- Are able and willing to be an ambassador that embodies all BCEHS values, creating an atmosphere that is always positive, respectful, and professional.
- Understand and demonstrate the ability to be self-directed.
- Are willing and capable of working outdoors in all weather conditions and under demanding situations.
- Agree to, and abide by, the BCEHS Code of Ethics.
The selection of a minimum of 4 FWC26 Match Day Supervisors (OCUC) will occur in accordance with Article 13.03 of the collective agreement.
Selection Process
- Knowledge/Skills Assessment (45% of total score)
All applicants who meet the essential selection requirements will be required to complete a written exam to measure knowledge of current BCEHS policies and general practices around working in crowds, high risk hazards, mass gathering medicine, and working in public settings. Eligible applicants will be notified of the exam date at least 7 days in advance. The exam will be held online and will be available for 24 hours. The passing mark is a minimum of 65%.

- Interview (45% of total score)
Applicants who successfully achieve a score of 65% or higher on the Knowledge/Skills Assessment will be scheduled to interview. The interview will be in the multi-mini-interview (MMI) format. Eligible applicants will be notified of the interview date(s) at least 7 days in advance. These dates are TBC but will occur in mid-April 2026.
Should a candidate be unsuccessful on the written exam or pass the exam but not participate in the interview process, they will be deemed "unsuccessful".
- Full Time Seniority (Up to 10%)
Up to 10% will be applied to eligible candidates who complete the interview to determine their final score.
The successful candidate(s) shall be the employee(s) with the highest total score and a satisfactory disciplinary record. Once selected, successful employees will attend the necessary in-person and virtual training sessions provided by Planned Events.
